- This Sources Sought Notice (SS) is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). Requirement: The Department of Veterans Affairs, National Energy Business Center (NEBC) is seeking to fulfill the mandated federal agency energy management requirements of electric metering installation as stated in the Energy Policy Act of 2005 (EPAct2005), Executive Order (EO) 13423, and the Energy Independence and Security Act of 2007 (EISA 2007). The NEBC is seeking potential sources to complete the design and installation of an integrated electric metering system. The Metering System installation must include the design, documentation, installation, testing, maintenance, and training of the Metering System. The Metering system shall be fully integrated and functional with the VA web-based remote monitoring system. The broad goals of this project are the following: 1.Monitor, confirm, and track electricity use and cost; 2.Use advanced features to implement electricity and electricity cost saving techniques and policies such as energy procurement, demand response, measurement and verification; 3.Comply with EISA 2007, EO 13423 and EPAct2005 requirements. This project will take place at the Veterans Integrated Service Network (VISN) 1 through 23, except VISN 10 (VA Healthcare System of Ohio) and VISN 22 (Desert Pacific Healthcare Network) and all regions for the Veterans Benefits Administrations (VBA). This equates to approximately 153 medical centers and four (4) VBA sites nationwide. NAICS 238210 (size standard $14.0 million) applies Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the respondents. At this time no solicitation exists; therefore, please do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOps at web site https://www.fbo.gov. It is the potential offeror's responsibility to monitor these sites for the release of any solicitation or synopsis. Respondents will not be notified of the results of the evaluation. The Government reserves the right to consider a small business, SDVOSB, VOSB or 8(a) set-aside based on responses hereto. Submittal information required: Respondents shall provide a general capabilities statement to address the following information: 1.Please provide no more than five (5) contracts that your company has performed for this same or similar requirement. Please identify whether you performed as a prime contractor, sub-contractor, teaming partner, or as a project manager. Please be specific and provide complete reference to include at a minimum the project name, contract award amount, and the project's owner contact information. 2.Please identify your company's number of years in business; affiliate information, parent company, joint venture partners, and potential teaming partners. 3.Respondents shall provide the companies resumes for key personal that would be involved in the project and their respective roles. 4.Provide a hypothetical project schedule to include the design, documentation, installation, testing, and training of the Metering System. In addition, please include how many sites per month the company could perform during the project duration. 5.Respondent shall provide a reasonable order of magnitude pricing to include all stated activities including one year of service and maintenance. 6.Provide company business size and status (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Small Disadvantaged Business, Women-Owned Small Business, Hub Zone Small Business, etc.) It is requested that interested contractors submit a response (electronic submission) of no more than 5 pages in length, single spaced, 12 point font minimum that addresses the above information. Please also include a cover page which includes, at a minimum, Company name, address, Cage code, Dunn & Bradstreet number, Point-of-Contact name, phone number, email address. The subject line of the correspondence should clearly display the SS number. Submissions (responses) shall be received by no later than May 29, 2009 at 12:00 P.M., Eastern Standard Time. At this time, no solicitation exists. Therefore, DO NOT REQUEST A SOLICITATION. Contractors having the skills and capabilities necessary to perform the stated requirements should forward an e-mail only to the primary point of contact listed below.
