- The Department of Health and Human Services (HHS), Program Support Center has a requirement for the Immediate Office of the Secretary, Executive Secretariat Office (IOS) to operate, maintain, and enhance the Strategic Work Information and Folder Transfer (SWIFT) System. Swift is a mission critical application to route and track documents, reports and inquiries from Congress, invitations from State and local governments, briefings for the Secretary, Deputy Secretary and Chief of Staff. The Secretary Forecast System is a module to the Swift application used to compile significant events and activities from all of the HHS staff and operating divisions for inclusion into the Secretary’s Weekly report to the President. The Swift applications include a combination of commercially available Off-the-Shelf (COTS) software and Government Off-the-Shelf (GOTS) software. The scope of the IOS Swift System includes: Document Tracking and Management, Analysis & Management Information/Reporting, Security/Document Control, Invitation Vetting and Calendar Production, Batch Scanning. Services shall include Helpdesk Tier 1 and Tier 2 support, installation of Swift Software on workstations, cooperation with PSC Information Technology Office, provide install scripts, and over all project management. The complete Performance Based Statement of Work will be posted in approximately 15 days after the posting of this synopsis. The requirement is being solicited and awarded under Part 12 and Part 15 of the Federal Acquisition Regulation and FAR Cir.2005-32. A Time and Material Labor Hour contract is anticipated. The solicitation is a Small Business Set-Aside. The period of performance is anticipated to be a 12 month base period followed by 4 optional 12 month periods.
