Description
This notice is issued to obtain interested parties qualified and interested in providing programming services associated with developing, updating/modernizing Reservoir Control/Water Management decision support tools for the U.S. Army Corps of Engineers (USACE), Forth Worth District Reservoir Control Section (SWF) and Tulsa District Reservoir Control Section (SWT). These decision support tools are generally part of the Water Control Data System (WCDS) and the Corps Water Management System (CWMS). This action will be performed with the support of the Hydrologic Engineering Center (HEC), the primary water management software developer. Respondents must demonstrate experience in FORTRAN, JAVA, C and C++ software programs and must also demonstrate experience and knowledge of how hydraulic engineers use the forecasting system and other decision support tools to accomplish the water management mission. Respondents shall also demonstrate knowledge of the WCDS/CWMS databases, structure, developmental libraries and programming techniques to develop Water Management/Reservoir Control decision support tools. The North American Industry Code is 541512. Interested parties must be registered in the Central Contractor Registration (CCR), online at https://www.ccr.gov and must also register at the Online Representations and Certifications Application (ORCA) website at https://orca.bpn.gov/. Requirement: The services required include, but are not limited to, programming in JAVA, C and C++. The new programs will have a graphical user interface (GUI) and will be written in Java. The new programs will retain functionality of the existing programs and will also have enhancements. Most of the existing programs are written in UNIX FORTRAN and C, and run in an XTERM window or on Windows platforms. The effort is needed to develop decision support tools to replace an out-of-date legacy forecasting system with a new forecasting system centered on HEC-HMS and integrated into CWMS and the Real Time System (RFS) and also replace legacy daily, monthly and annual report decision support tools as well as other decision support tools used within water management office across the county. The services are for, but not limited to, the SWF Reservoir Control Office and SWT Reservoir Control Offices who are working in project management capacity, HEC, USACE Albuquerque District, Little Rock District and Lower Colorado River Authority.
