- Combined Synopsis/Solicitation (ISO Containers) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is being issued as a request for quotation (RFQ). RFQ # M67399-09-Q-0094 The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-32. This is a restricted purchase set-aside for 100% Small Business Concerns. The North American Industry Classification System Code (NAICS) is 332439. The Standard Industrial Classification Code (SIC) for this order is 3412. The small business size standards are 500 EMP. The Federal Supply Classification (FSC) for this order is 8145. This solicitation is for the procurement ISO Containers. The requirement is listed as follows: CLIN 0001 - The Contractor shall manufacture and deliver FOUR (4) Containerized Planning Buildings constructed out of standard 8'X40' shipping containers. These containerized building will be made out of standard 8'X40' shipping containers with the inside modified to replicate an office space. All containers will be constructed as stated in the Model Specifications. Each building will have an HVAC unit attached. Site prep for the container installation will be provided by the government. CONTAINER CONSTRUCTION ISO (LxWxH) 40'X8'X8.6' cargo containers modified for the addition and installation of optional features and equipment as specified in MODEL SPECIFICATIONS. MATERIALS and WORKMANSHIPContainer and modifications shall meet or exceed all applicable ANSI, AWS,AISC,and ASTM standards regarding materials and workmanship. MINIMUM LOADSWIND 100 MPHSEISMIC BRACING, ZONE 4FLOOR MINIMUM 150 PSFMODEL SPECIFICATIONSA.BASE CONTAINER: ISOB.NOMINAL OUTSIDE DIMENSION: 8'x8'6"x40'C.COMPARTMENT(s): Two (2)D.PERSONNEL DOORS: Two (2). (WxH) 3' x 6'8"; double wall steel door assembly; w/interior quick release hardware, keyed lock assembly, door sweep and threshold, and commercially available. One (1) exterior door shall be installed on the back of the container in the left corner. One (1) exterior door shall be installed on the right side, when viewed from the rear approximately 5' 4'' from the front of the container. Each exterior door shall have a keyed lockset with handle, door sweep and threshold.E.SEPARATION WALL: Interior wall between compartments from the floor to the ceiling located approximately 14' from the front of the container. An interior door installed in the wall in approximately the same position as the exterior door on the rear of the container. There is to be a standard door handle, non-locking on the interior door, no door sweep required.F.FRAMING: Container Walls and ceiling shall be framed with 2X4 construction grade lumber. Insulation in the ceiling and floor to be R13 or greater.G.BASE COVER: Wall and ceiling framing shall be covered with.25" plywood or similar material and be painted bright white.H.WINDOWS: All windows shall be 3'x3' dual pane sliding type without security bars. Each window shall be framed with 1.5" angle iron on the exterior. There shall be 5 ea windows spaced evenly on the left side of the container. There shall be one window installed on the right side centered between the front of the container and the pass door. All windows are to be 36" above the floor.I.CORROSION PROTECTION: Marine grade prime and top coat with Saddle Brown color. J.LOAD CENTER: Exterior mounted NEMA 1 enclosed with 200 amp 120/240 volt single phase panel wired and installed at the factory. Main breaker shut-off and individual circuits for receptacles and lights included. To be mounted in place of the left door on the containter.K.INTERIOR LIGHT FIXTURES: 5 Light fixtures, strip type, minimum 32 watt T8 florescent x 4 feet long. One strip is to be placed in the smaller room and centered on the ceiling. The remaining four strips to be centered in the larger room. All fixtures to be mounted parrallel to the long side of the container. Each long wall of the container shall have 3 double gang receptacles for a total of 6 double gang outlets. The smaller room shall have the receptacles located center of the long walls, 15" above the floor. The longer room to have two receptacles on each long wall, spaced equally and 15" off the floor. All receptacles are to be 20 amp. All wiring in the container is to be 12/2.L.HEATING/AIR CONDITIONING: 1 Bard WA242 A10 XX 4XXXX or equivalent, 410 puron, exterior wall hung, HVAC with heater, with ducting to interior compartments though ceiling, 2 ton 220V single phase; UL listed installed. The HVAC is to be mounted in place of the right front door on the container. M.BUILDING GROUND: The container must be supplied with a minimum eight foot grounding rod with connections and wire.N.SURGE PROTECTION: Electrical equipment and interior wiring shall be protected from power surges from source or lightning. INSPECTION A.Project acceptance shall be based on government inspection at site and will be conducted no later than 7 days after delivery. Place of contract delivery will be at Marine Corps Air Ground Combat Center (MCAGCC)/Marine Corps Air Ground Task Force Training Command (MCAGTFTC), Twenty-nine Palms, CA 92278. The winner of this award is required to be registered with, understand, and invoice through Wide Area Workflow.
