- This is modification 2 to the synopsis entitled ISS Mission Integration Contract,solicitation number NNJ09ZBG002R, which was posted on March 27, 2009. You are notifiedthat the following changes are made: answers to questions received by the ContractingOfficer are hereby posted.Question #1Will there be any printing of brochures, manuals, blueprints, spec sheets, mailingservices, etc.?Answer #1The Government does not foresee a requirement for printing at this time for thisprocurement.Question #2Do you anticipate a need to contract with firms to provide Human Resources/training &development support for the ISS MIC, over and above what is already in place?Answer #2The Government does not foresee any additional Human Resources/training & developmentrequirements at this time for this procurement. However, the Government is looking intoexpanding the scope of the language training services to include other InternationalPartners. Question #3This contract requires partnerships. When can I check the List of Interested Parties tocheck for potential partners?Answer #3The Interested Parties List has been posted to the acquisition website,http://procurement.jsc.nasa.gov/issmic. Question #4Do you think there are any opportunities for tooling such as CNC machining or injectionmolds for plastic interiors etc?Answer #4The Government does not foresee a requirement for tooling at this time for thisprocurement.Question #5I was wondering if you have any thing in place for American Sign Language, similar to theprogram in place for Russian Language.Answer #5The Government does not foresee a requirement for American Sign Language at this time forthis procurement.Question #6Will NASA be providing historical workload data to prepare a Basis of Estimate (BOE)?Answer #6The Government will provide workload data as well as instructions for preparing pricinginformation in the Draft Request for Proposal (RFP).Question #7Is the current work distribution an accurate depiction of the follow-on contract?Answer #7At this time, the Government expects that the current work distribution, as depicted inchart 24 of the Industry Day charts, will remain the same for the follow-on contract withthe possible minor addition of language training to include other International Partners(IPs).Question #8Would the Government consider a FFP or Time & Materials/Labor Hour procurement strategy?Answer #8The Government is still considering a variety of contract options at this time.Question #9Does the procurement strategy allow for multiple awards, or will this be a single award?Answer #9The Government does not foresee multiple awards at this time for this procurement.Question #10Is a schedule given for document translation flow, or is the majority of the workunanticipated?Answer #10For translations, the requestor puts a due date but also indicates whether or not the duedate is flexible. This allows the contractor to negotiate a new due date during times ofheavy workload that helps smooth the work flow over a period of time.Question #11What is the expected productivity for full-time translators?Answer #11Data on workload activity will be provided in the Draft RFP. Question #12Was translation memory used in previous translations? Will the new contractor be able touse the translation memory currently in use?Answer #12The translation memory that is currently in use was created and is owned by the currentcontractor, thus cannot be provided to the new contractor.Question #13What are the current requirements for invoicing?Answer #13The current contract contains FAR 52.216-7 Allowable Cost and Pricing.However,invoicing requirements for the follow-on contract will be clearly defined in the RFP.Question #14Is the scope of the language services limited to Russian or the language from other ISSmember countries included?Answer #14The current contract is limited to Russian language services. The Government iscurrently considering including language training services for other InternationalPartners (e.g. Japanese, Italian, etc.).Question #15Will the upcoming solicitation include reference to Executive Order #13495,Non-displacement of Qualified Workers and will bidders be encouraged to follow theseguidelines for hiring employees under the current contract?Answer #15Non-displacement of Qualified Workers Under Service Contracts would be included in thesolicitation should it be established in the Federal Acquisition Regulation (FAR). Bidders are encouraged to abide by all FAR clauses and provisions that are included.Question #16Will the winning contractor be provided with the translation and interpretationglossaries that are currently in use?Answer #16Yes.Question #17Does Russian labor law apply to Russian nationals whom companies will hire in Russia?Will Kazakh labor law apply to Kazakhstan nationals?Answer #17The contract will be subject to U.S. law. To the extent that the services to be providedby the contractor's employees under the NASA JSC ISS Mission Integration Contract (MIC)are performed "in the United States," the McNamara-OHara Service Contract Act will beapplicable. Additionally, the contractor shall be in compliance with all applicable localand U.S. law such that the contractor will be able to perform the requirements of thecontract. The contractor should obtain advice from their own legal counsel concerningthe applicability of U.S. and foreign law as it relates to their particular situation.Question #18Does NASA require offerors to register and comply with local laws when operating inRussia and other overseas locations, as applicable?Answer #18The contractor shall be in compliance with all applicable local and U.S. law such thatthe contractor will be able to perform the requirements of the contract.Question #19Would any special agreements or licensing be necessary to support this contract if we optto partner (sub) with a European owned US company? This company has been incorporated inthe US for 30+ years and currently supports other NASA related contracts. It isenvisioned that all work will be performed by US personnel and no transfer of technicaldata will occur between the US company and it's European ownership.Answer #19Generally speaking, the contractor shall be in compliance with all applicable local andU.S. law such that the contractor will be able to perform the requirements of thecontract. Such U.S. law may include but not necessarily be limited to those laws andapplicable regulations associated with U.S. export licensing requirements. Additionally,because this procurement is 100% set-aside for small business concerns, the Offeror mustensure compliance with FAR 52.219-14, Limitations on Subcontracting. The contractorshould obtain advice from their own legal counsel concerning the applicability of U.S.and foreign law as it relates to their particular situation.Question #20Will the translations performed under this contract be on-site or off-site? If off-site,is there a requirement for the contractor's facility to be located in close proximity toJSC or another NASA site? What are the security requirements for receiving and returningtranslations?Answer #20The translations under this contract are currently performed both on-site and off-site. There is not a written requirement for the contractors facility to be located in closeproximity to JSC. Security requirements should be followed for documents that are markedas such. Any specific instructions relating to security of translated documents will beincluded in the draft RFP.Question #21Will the language service portion of the contract be awarded independently of the generalMission Integration Contract or will it be subcontracted/provided by MIC winner?Answer #21The Government currently envisions that the entire scope of the MIC will be awarded to asingle prime contractor. The prime contractor will be responsible for determining how itwill provide for the language service portion of the contract.Documents related to this procurement will be available over the Internet. Thesedocuments will reside on a World Wide Web (WWW) server, which may be accessed using a WWWbrowser application. The Internet site, or URL, for the NASA/JSC Business Opportunitieshome page is http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=73 Offerors are responsible for monitoring this site for the release of the solicitation andany amendments.
