Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. The U. S. Department of the Interior, Minerals Management Service (MMS), intends to competitively award a contract to support the MMS in the use of Geological Interpretive Tools (GIT), software applications focusing on Petroleum Exploration and Production analysis. The MMS seeks a fully integrated software solution for seismic interpretation, geological modeling, 3-D visualization, and data management, to include software, documentation, training, support and services. The effort is being procured under FAR Part 12: Acquisition of Commercial Items. The North American Industry Classification Code (NAICS) for this requirement is 541511 Information Technology. The Minerals Management Service anticipates awarding one or more Indefinite Delivery/Indefinite Quantity (IDIQ) contracts, for a period of performance of five years. Contractors must update their Representations and Certifications Application (ORCA) online at the following Government website: http://orca.bpn.gov. All vendors must be registered in the Central Contractor Registration (www.ccr.gov) in order to receive Government contracts. The Government reserves the right to unilaterally extend the period of contract performance in accordance with FAR 52.217-9 Option to Extend the Term of the Contract. Commercial Items FAR Clauses 52.212-1 Instructions to Offerors-Commercial Items; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items, apply to this solicitation. DESCRIPTION: This is a MMS initiative to re-evaluate and modernize the use of Geological Interpretive Tools (GIT), software applications focused on Petroleum Exploration and Production Analysis used by geo-scientists and others in MMS Resource Evaluation Division in its Headquarters in Herndon, Virginia, and its regional locations in New Orleans, LA; Camarillo, CA, and Anchorage, Alaska. Geological Interpretive Tools are considered to be critical technology by the MMS used to automate mission critical functions including assessing fair market value, gas hydrates assessments, and petro-physical evaluations among other critical functions. The scope of this effort includes AVO analysis; data management; geology, geologic modeling; geo-statistics; gravity/magnetics; integration; knowledge management; mapping and gridding; petrophysical analysis; risk and value; reservoir engineering; reservoir properties; reservoir simulation; seismic data processing; seismic interpretation; seismic modeling; stratigraphic analysis; and velocity modeling.
