Description
This is a notice of intent to award a sole-source contract and is not a request for proposals. The Department of Homeland Security (DHS) / Federal Emergency Management Agency (FEMA), Office of Acquisition Management (OAM), 500 C St SW, PP 5th Floor, Washington, D.C., intends to award a sole-source contract to the Advertising Council (Ad Council), 261 Madison Avenue, New York, New York, 10016-2303 for a full range of nationwide public service campaign and advertising services on behalf of the FEMA Office of External Affairs Ready Campaign. The Ready Campaign is DHS's public service campaign designed to educate and empower Americans to prepare for and respond to emergencies whether natural or man-made. The Ad Council is a 501(c)(3) non-profit organization. FEMA OAM intends to award a Cost-Plus-Fixed-Fee contract for a Base Period (12 months), plus three, twelve-month Option Periods for services to include execution of a full range of media outreach programs, communications programs, marketing and advertising services and multimedia products such as television, radio, outdoor, internet, and print. The objective of these advertisements is to educate and raise awareness of a significant social issue and to change the public's attitudes and behaviors by stimulating positive social change. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The North American Industry Classification System Code (NAICS) is 541810. The total estimated dollar value is $11,400,000.
