- Full Solicitation USDA's Farm Service Agency, Kansas City Commodity Office (KCCO) is issuing this combined synopsis/solicitation for procurement of commercial services for the handling and transport of foodstuffs to various points in Alaska. This solicitation is being issued as a Request for Proposals and will also be available electronically on USDA's website at: http://www.fsa.usda.gov/FSA/webapp?area=home&subject=coop&topic=pas-ex A hard copy of the solicitation will not be available for the acquisition. All future information regarding this acquisition, including solicitation amendments and award notices, will be published both on USDA's website and announced (linked) throught the Federal Business Opportunities website (http://www.fbo.gov). Interested parties shall be responsible for ensuring that they have the most up-to-date infirmation about this acquisition. Provisions and clauses in effect through FAC 2005-32 are incorporated into this RFP, as applicable. The following commercial item provisions, clauses and related addenda apply to this acquisition, and the details of which are included in full in the solicitation document package: 52.212-1, Instructions to Offerors—Commercial, and related addenda 52.212-2, Evaluation—Commercial Items, including the following criteria to evaluate offers: 1. Management approach to conduct of the work, including actions taken to assure the quality of the work 2. Staffing. The government will evaluate proposals on the basis of a firm’s staffing available to conduct the work required, and the staff experience. 3. Past Performance. The government will evaluate proposals on the basis of past (within the last three years) or current government, or commercial contracts similar to this government requirement, and information obtained from any available sources. If there is no information, or none is available on past contract performance, the offeror will be rated as neutral. 4. Prices submitted on the rate sheet provided with this notice 52.212-3, Offeror Representations and Certifications—Commercial Items, with its offer. 52.212-4, Contract Terms and Conditions—Commercial Items, and related addenda. 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders—Commercial Items. Government contemplates the award of an indefinite delivery/indefinite quantity contract.
