Description
ERDC Contracting Office intends to solicit on a sole source basis under the authority of FAR 6.302.1 to Agilent Technologies, Inc., North American Contact Center, Agilent Business Center, 9780 S Meridian Blvd., Englewood, CO 80112-5910. This procurement is being conducted under Simkplified Acquisition Procedures (SAP)-only one resposible source and no other supplies or services will satisfy agency requirements. Agilent Technologies is the only known source capable of meeting the Government's requirements due to the unique capability to provide support and service for the Agilent lab equipment. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 CST on 29 May 2009. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to complete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent. Interested parties may submit any information for consideration by the Government to ellaine.r.james@usace.army.mil with solicitation number referenced in the subject line. This procurement is to purchase 10 pieces of lab equipment from Agilent Technologies for use in the geophysical properties laboratory. Included in this acquisition are: 1146A 100 kHz, 100 A, ac/dc Current Probe, N2779A 3 Channel Power Supply for N278xA Current Probe, 1147A 50 MHz, 15A ac/dc Current Probe with AutoProbe, N2782A 50MHz, 30A ac/dc Current Probe, N2783A 100MHz, 30A ac/dc Current Probe, 85070E Dielectric Probe Kit, 85071E Material Measurement Software, DSO7104A 1GHz, 4-Channel Oscilloscope, U1604A 40Mhz Handheld Digital Oscilloscope, U1571A NiMH Battery Pack 4500mA, and U1590A Soft Casing. Operational requirements include the ability to measure soils electrical, magnetic, and electromagnetic properties as equivalent circuits. The Engineer Research and Development Center (ERDC) Tunnel Detection and Deterrence Team has received urgent and compelling requests from multiple federal agencies including the Department of Homeland Security (DHS), Department of Justice (DOJ), several entities of the Department of Defense (DOD), Department of State (DOS) and their sub-elements including Drug Enforcement Agency (DEA), Immigration and Customs Enforcement (ICE), US Border Patrol, the Combating Terrorism Threat-Reduction Working Group (TSWG), and Joint Task Force-North (JTF-N) of US NORTHCOM. All of the requests require the capability to model the geophysical response of the subsurface with multiple methodologies. This procurement will provide the capability for the ERDC Tunnel Detection and Deterrence Team to use the Agilent Technologies lab equipment for a variety of critical research projects in-theater and on US borders, as well as at embassies and in OCONUS applications for other national governments as requested by the US DOS. The resulting capability can be used to determine critical geophysical properties of shallow subsurface soils and the interaction of soil properties with geophysical sensors used for site characterization; in detection and discrimination of clandestine tunnels and underground facilities; detection and deterrence of clandestine tunneling activities; and in the detection of improvised explosive devices. This capability will be instrumental in completing current reimbursable OCO projects for the agencies listed in paragraph 1a, and in initiating additional reimbursable and direct-funded military projects currently proposed. The ERDC Tunnel Detection and Deterrence Team needs the capability to empirically measure relevant soil properties in the laboratory to improve subsurface modeling efforts. Lack of this capability is severely limiting the ERDC capability to meet the strict requirement for near-real-time interpretations during ongoing and future deployment to the southwest US Border and OCONUS for classified projects that are part of the Overseas Contingency Operation (OCO). Agilent Technologies lab equipment is needed as soon as possible to finish the updates to the geophysical properties laboratory. The laboratory is needed to complete soil property measurements on soils from Iraq and Afghanistan to help reduce the impact of improvised explosive devices.
