Description
This is a combined synopsis/Notice of Intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NOI9084 and the solicitation is being issued as a Notice of Intent on a sole source basis. This solicitation document and its incorporated provisions are those in effect through the Federal Acquisition Circular (FAC 2005-32). This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set aside. The National Institute of Allergy and Infectious Disease (NIAID) intend to procure a ultrasound system from Philips Medical System North America Inc. The purpose of this requirement is to provide an ultrasound system to enhance/augment the imaging capabilities of the NIAID DCR IRF. Program desired ultrasound system requirements include Blue Tooth wireless voice control o system operation; Iso-Voxel imaging in 2D, Bi-plane and real time 3D; DICOM 3.0 compliance; and extended Loop capabilities of up to 10 minutes. The Ultrasound system shall be composed of the following components; iU22 C5-1, Intervention DNL Option 1, Shared Services 1, Live 3D 1, Netlink Dicom 3.0 1, iCommand 1, SmartExam 1, 3DQ Basic Measurements 1, Tissue Dopple Imaging (TDI) 1, Strain Q 1, IMT 1, ROI 1, MVI 1, 3DQ GI 1, Footswitch 1, Voice Control Headset 1, Small Parts Bundle 1, S5-1 Transducer 1, L9-3 Transducer 1, L15-7io Transducer 1, X3-1 Transducer 1, X7-2 Transducer 1, C8-5 Transducer 1, C9-4 Transducer 1, C5-1 Biopsy Guide 1, C8-5 Biopsy Guide 1, L9-3 Biopsy Guide 1, L12-5 50mm, Biopsy Guide 1, L17-5 Biopsy Guide 1, English Manual, Single Workstation 1, 2 NUSD472 3D US Quant Mod Focus 2.1 1, 3 NUSD473 2D US Quant Mod Focus 2.1, Off Cart Cardiology Bundle, 2D with Pulse Inversion Harmonic Imaging, Adaptive Color Doppler, Pulsed wave and continuous wave Doppler, Anatomical M-mode, Q lab advanced Quantification, 3D/4D imaging, SonoCT imaging Broadband digital transducers and beamformer. The North American Industry Classification System (NIACS) Code for this acquisition is 334516, and the small-business size standard is 500 employees. This is not a small business set-aside, but small, minority and disadvantaged businesses are encouraged to submit quotations. This is a firm fixed-price contract and the FOB terms are "Destination" and Net 30. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a).
