Description
SCA Wage Determination for Triadelphia, Ohio County, WV, as printed on 5/21/2009. RFQ for vendor to complete and return to Contracting Officer, Rhonda Emmert. This combined solicitation/synopsis for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The proposed contract listed is set aside for small business concerns. SCOPE OF WORK: The US DOL's Mine Safety & Health Administration's Approval & Certification Center located at 765 Technology Drive,Triadelphia, WV 26059, is attempting to extend commercial cellular coverage inside two of its main buildings. Current cell service inside the buildings is spotty, at best. This facility, of approximately 96 acres, consists of nine buildings that houses office space, laboratories, testing galleries, warehouse/storage, and maintenance rooms. The facility is comprised of concrete, steel infrastructure, roof, and firewalls, which suppress most cellular transmissions within the facility. Equipment/installation should be a one-time purchase and installation fee with at least a 1-year warranty. All cellular networks (GSM; CDMA; PCS; TDMA; AMPS; DCS; iDEN, Nextel, AT&T, Verizon, Sprint, etc) need to work within the facility (no restrictions). Cable leading to any exterior antenna should be routed through an existing opening in the facility where practical. Facility blueprints will be made available upon request. AVAILABILITY: MSHA personnel will be made available during installation of equipment between the hours of 7:30 AM EST and 4:00 PM EST M-F excluding Federal Holidays. The contractor shall provide a point of contact, who shall be available via telephone/fax/e-mail Monday through Friday, 8:00 a.m. until 4:00 p.m. EST, excluding federal holidays. Delivery and complete installation is requested no later than 90 days after receipt of order. SITE VISIT : A site visit is scheduled for Monday, June 1, 2009 at 11:00 a.m. EST. Attendance of the site visit is highly recommended in order to appreciate the size and layout of the facility to fully assess the needs of the Government. Offerors may accomplish cellular testing within the two buildings to ensure signal strength requirements. The Government will not provide reimbursement of costs incurred by vendors for the site visit. Point of contact for site visit is David Diegmiller, phone (304)547-2041. Quotes submitted without the benefit of the site visit cannot be changed unless a determination is made by the CO that such change would have been necessary even if vendor had attended site visit. Please notify both David Diegmiller @ Diegmiller.David@dol.gov and Rhonda Emmert at Emmert.Rhonda@dol.gov via e-mail no later than 3:00 p.m., Friday, May 29, 2009 if you intend to be present for the site visit. Registration in CCR is mandatory. Questions will be accepted up until 3:00 p.m. EST Monday, June 8, 2009 and must be submitted via e-mail only to the following address: Emmert.Rhonda@dol.gov. Phone calls will not be accepted. Firm fixed price quotes are due by 3:00 p.m. EST Friday, June 26, 2009 and will be accepted via e-mail to Emmert.Rhonda@dol.gov. Quotes must include FOB destination and contain separate line item pricing for the equipment, materials, and labor. Quotes must be readable in Windows Word or Excel 2003 or be submitted in PDF. Please include a brief technical capabilities statement as a separate document; the capabilities statement should not contain reference to price. The entire quotation package is limited to no more than ten (10) pages. Award shall be made to the lowest priced, technically acceptable offer. The Service Contract Act applies to this requirement. The SCA wage determination, found at www.wdol.gov for Ohio County, West Virginia, is attached hereto.
