- The USDA Forest Service, LakeTahoe Basin Management Unit has a need to rent heavy equipment. This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This Solicitation identified as RFQ AG-9A63-S-09-0071 is a Request for Quotations. This announcement constitutes the only solicitation, quotes are being requested and no written solicitation will be issued. The NAICS code is 532412, Construction, Mining and Forestry Machinery and Equipment Rental and Leasing. The sized standard is $6.5 million. This solicitation is for a firm mixed price contract. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-32. The rental contract will be for an 8 week period beginning July 20, 2009 and ending September 12, 2009 with the possibility to extend the contract for 1 or more pieces of equipment at a weekly rate. The equipment included in the contract shall be: Excavators, quantity 2 each - The Excavators will be the Full Overhang type in the 45,000 lb weight class equipped with 42” buckets w/thumbs and Cat controls (Cat 320 or equivalent). Wheeled Loaders, quantity 2 each - The Wheeled Loaders will be equipped with buckets with a minimum capacity of 4 cubic yards (Cat 950 or equivalent). All equipment will be required to have enclosed cabs with Heat/AC. The contractor will deliver and pick up the equipment at the Blackwood Creek Project Site. The contractor will service the equipment as needed to maintain it in good operating condition. The USFS will provide fuel and operators for the equipment. The Contractor shall provide everything--including, but not limited to, all equipment, supplies, transportation, labor, and supervision--necessary to complete the project, except for that which the contract clearly states is to be furnished by the Government. The project is located in Blackwood Canyon on Barker Pass Road 1.7 miles west of Hwy 89 within the Lake Tahoe Basin Management Unit and Placer County, CA. Barker Pass Road and Blackwood Canyon are located midway between Sunnyside and Homewood on the West shore of Lake Tahoe. Paved State Hwy and Forest Service Roads lead to drop off site. It is recommended to take State Route 89 from I-80 and avoid the narrow road around Emerald Bay. SUBMISSION OF QUOTES: Offerors shall submit quotes to the office specified in this Solicitation on or before the exact time specified in the Solicitation. As a minimum, quotes shall show: (1) Solicitation No.; (2) name and address of offerer on company business letterhead or form, no later than close of business May 29, 2009. (3) Address quote to Attn: Peggy Scott, Purchasing Agent, USDA Forest Service, 631 Coyote St., Nevada City, CA 95959 or Fax Quotes to: (530) 478-6126; (4) price per each piece of equipment, per month and including any delivery charges to project location; (5) specification pages; internet sites, and/or brochures that show the equipment meets specifications; (6) delivery time upon receipt of order, (7) remit to address, if different than mailing address; (8) DUN AND BRADSTREET NUMBER to verify Central Contractor Registration http://www.ccr.gov ; (9) Tax Identification Number; (10) completed ORCA registration, http://www.bpn.gov OR completed copy of the Representations and Certifications at FAR 52.212-3; and (11) acknowledgement of any Solicitation amendments. PLEASE NOTE: Multiple quotes of different machines from the same vendor are acceptable EVALUATION: Quotes shall be evaluated (1) Does the equipment meet or exceed the specifications. It is the contractor’s responsibility to provide enough information for the government to make a determination as to whether it meets/exceeds specification. The information can be internet sites, specification sheets, and/or brochures; and (2) price.
