- 1.2 DESCRIPTION OF SERVICES: The contractor shall provide an established academic program from a regionally accredited institution that includes classroom education and training, directed research and studies, and workshops. Academic offerings shall already be developed to meet emerging topics in Homeland Defense (HD) and Defense Support of Civil Authorities (DSCA). 1.3 SPECIFIC TASKS: The contractor shall provide all necessary expertise and services to perform the following: 1.3.1 Provide a rigorous What do you mean by rigorous?, graduate level, four-course certificate program from a regionally accredited institution, covering issues related to HD and DSCA, to include thorough coverage of homeland defense, interagency relationships, foundations of terrorism and Policy Issues in Homeland Defense and Civil Support. Will on-line only courses work?...may need to clarify this in your requirements. The contractor shall: 1.3.1.1 Provide an Introduction to Homeland Defense course that: 1.3.1.1.1 Provides knowledge and understanding of the threat of terrorism and United States national strategies, policies, approaches, and practices to achieve homeland security and homeland defense. 1.3.1.1.2 Increases knowledge and understanding of the role of the Department of Defense, North American Aerospace Defense Command (NORAD), and U.S. Northern Command (NORTHCOM) in homeland defense. 1.3.1.1.3 Improves ability to identify, describe, critically analyze, innovate, think strategically, and solve ill-defined homeland security and homeland defense problems. 1.3.1.1.4 Develops skills for examining, discussing, and critiquing homeland security and homeland defense organizational roles, decision-making, and actions and the implications and consequences of homeland security and homeland defense activities. 1.3.1.1.5 Enables learners to gain a conceptual and practical grounding in the complex environment, multiple challenges, diverse requirements, and interdependent processes faced by leaders, managers, and policy makers in establishing strategies and responses to counter terrorism and achieve homeland security and homeland defense. 1.3.1.1.6 Provides learners with a knowledge and understanding of critical infrastructure elements and information/cyber infrastructures. 1.3.1.2 Provide an Interagency Relationships in Homeland Security and Homeland Defense course that: 1.3.1.2.1 Increases knowledge and understanding of interagency relationships required to implement United States national strategies, policies, approaches, and practices to achieve homeland security and homeland defense. 1.3.1.2.2 Increases knowledge and understanding of the roles, missions, and operations of federal government agencies (primarily in the Department of Homeland Security and Department of Defense) and state and local government organizations responsible for homeland security and homeland defense. 1.3.1.3 Provide a Foundations of Terrorism course that: 1.3.1.3.1 Enables learners to gain a conceptual and experiential grounding in the history, psychology, and sociology of terrorism. 1.3.1.3.2 Increases knowledge and understanding of the roles, missions, and operations of federal government agencies (primarily in the Department of Homeland Security and Department of Defense) in counterterrorism and anti-terrorism/force protection. 1.3.1.3.3 Increases knowledge and understanding of weapons of mass destruction and asymmetric threats. 1.3.1.4 Provide a Policy Issues in Homeland Defense and Civil Support course that: 1.3.1.4.1 Increases knowledge and understanding of political, economic legal, cultural and other challenges inherent in operating in the homeland. 1.3.1.4.2 Examines planning, exercising, budgeting and coordinating HD and DSCA events. 1.3.1.4.3 Increase knowledge and understanding of the National Response Framework and Incident Command System. 1.3.1.4.4 Increase knowledge and understanding of issues in strategic communication before, during and after a HD or DSCA event.
