Description
Request for Information on medical billing and coding services. Request for Information Air Force Medical Service Commodity Council (AFMSCC) Coding and Collections Processing 22 May 09 This is a Request for Information (RFI) only. This RFI shall not be construed as a formal solicitation or an obligation on the part of the government to acquire any product or services. It does not guarantee a subsequent solicitation will be issued. Submission of any information in response to this RFI is completely voluntary, and costs associated with any submission shall not be reimbursed by the Government. The information requested will be used by the Air Force Medical Service (AFMS) to facilitate decision making. The Air Force Medical Service Commodity Council (AFMSCC) is seeking interested sources to provide combined medical coding and collections processing for 63 U.S. based military treatment facilities. The Air Force currently uses separate contracts for obtaining these services and is interested in obtaining industry's perspective on whether combining medical coding and third party billing would increase efficiency, lower cost, reduce errors and improve collections from third party insurers. Studies, analysis, and comparison to Federal health facilities or commercial health systems would provide meaningful data. The Air Force seeks feedback on processes to combine multiple hospitals into an efficient collections system using both paper-based records and through the DoD longitudinal health record AHLTA. The Department of Defense is highly concerned about fraud prevention. The one methodology to potentially reduce fraud by overcoding of records is to maintain administrative separation of a medical record audit function. The Air Force seeks industry comment on this methodology as to whether a separate audit function could curtail billing fraud and any other processes or procedures used in commercial practice. The input provided will help the Air Force ascertain the interest, capability, and capacity of all potential offerors. A review of available North American Industrial Classification (NAICS) codes finds that NAICS 561440 (Collection Agencies), NAICS 561110 (Office Administrative Services) and NAICS 621999 (All Other Miscellaneous Ambulatory Health Care Service) most closely resembles these services. Comments on the NAICS code selection are welcomed. If you are an interested large or small business, the AFMSCC would appreciate your assistance. In addition to any supplemental information provided please provide: 1) The name of the business 2) The business classification (large/small) and NAICS code used 3) Whether current services are provided on a national scale (large health care system) or local hospital system 4) The name, phone number, and e-mail address of a company representative the Government may contact for additional information. E-mailed responses are required. Because this is a preliminary RFI, long responses and large files containing marketing materials are not required. Files over 10MB will be rejected by the email server. The Air Force is not scheduling in-person presentations at this time. Notice: The Air Force has non-government (contractor) employees assisting with its market research. These non-government employees, who have all signed nondisclosure agreements, will have access to industry responses. Information gained through this RFI will be used to further define the AFMS requirements. Individual capability briefs will not be accepted at this time. Interested parties are urged to monitor the official Government Point of Entry at www.fedbizopps.gov for future announcements regarding AFMS needs. It is the responsibility of interested parties to check this site regularly for any changes or updates.
