- This announcement is published as a 100% small business set-aside action in accordance with FAR 52.219-1 and 52.219-6. NAVSEA Indian Head, Naval Surface Warfare Center, in support of the Joint Chief's Joint Analytical Support Program (JASP) is seeking competitive proposals for services with the primary objective being to enhance, transform, and facilitate Combined Force Command and United States Forces Korea Operations Analysis Branch (CFC/USFK OAB) joint and combined analysis and war gaming support using operations research modeling and analysis techniques and the application of operational art. Requirements for this support include in-depth campaign analysis of the United Nations Command/Combined Forces Command (UNC/CFC) three OPLANS, detailed analysis of the Commander's Critical Fights, Pre-ITO/Combined Effects Board analysis, Force Flow pre and post conference analysis, exercise Reception, Staging, Onward movement and Integration (RSOI) planning and exercise supp! ort, exercise Ulchi Freedom Guardian (UFG) planning and exercise support, Phase Threat Distribution (PTD) Analysis, Refinement of Model Post-processors, and OPLAN course of action (COA) development and refinement support. Primary place of performance for this effort is Yongsan Army Garrison, Seoul, South Korea. The applicable North American Industrial classification System (NIACS) code is 541330. The FSC code is R425. The closing date and time for submission of offers will be contained in the solicitation package. The solicitation notices and any/all amendments will be posted viewing and downloading on the Government Electronic Posting System (EPS) site at www.nswcindianhead.com/contracts or www.fedbizops.gov. No paper copies will be issued. When the solicitation is posted, it is incumbent upon the interested parties to review the aforementioned site regularly for any updates/amendments to any and all documents. All prospective offers must have a Commercial and govern! ment Entity Code (CAGE Code) and be registered in DoD's Central Contractors Registration (CCR) at www.ccr.gov. In accordance with FAR 5.207, all responsible sources may submit a proposal, which shall be considered by the Agency. This notice does not obligate the Government to award a contract, it does not restrict the Government's ultimate approach, nor does it obligate the Government to pay for any proposal preparation costs.
