Description
Engineering Services: This requirement seeks to procure on-call Engineering and Technical support to assist two ALCs with stand-up/development of the repair capability of LRU's and SRUs and the tasks required for repair certification. The C-17 aircraft is currently supported through Interim Contractor Support (ICS) while the Air Force (AF) Depots develop a degree of organic repair capability for Core workload. BAE Systems is the Original Equipment manufacturer (OEM) and ICS provider of a suite of equipment that comprises the Electronic Flight Control System Core Integrated Processor, Video Integrated Processor, and the System Controller/Cockpit Indicator products for this aircraft. To meet the requirement for Core workload, the Air Logistics Centers (ALC) will enter into a partnering agreement with BAE Systems for Engineering and Technical Services in support of WRALC and OCALC depot repair capabilities and potential AF future repair of applicable LRU's and SRU's identified as Core. The partnering agreement will facilitate the transition of some of the day to day operations for touch labor provided by the ALC and be in place to coincide with the repair certification process for depot repair. The contractor shall provide the government with engineering and technical services throughout the twelve month (12) period of performance as required. Only one source can satisfy the agency requirement because BAE (89954) is the OEM for the part numbers and they own the data. This is a sole source acquisition for BAE Systems (89954). The Air Force benefit is availability to OEM proprietary data and component unique repair data thereby assisting the government's development of organic repair capability and as a source of repair. This will be a Time and Material (T&M) acquisition due to the requirement uncertainly. For questions contact Michael Lewis at 478-327-7145. A copy of the solicitation will be post at http:www.fbo.gov. The estimated solicitation date is 8 June 2009.
