- Description
- The purpose of this Request for Information (RFI) is to conduct marketresearch which will be used to formulate an acquisition strategy to support the USMC Financial Systems Branch (RFA) with audit support and financial analysis. The Regional Contracting Office, Northeast (RCO-NCR) is seeking responses from all size business concerns holding GSA Schedule 520 (FABS), capable of delivering an objective solution. RFA is the lead executive agency for improving financial management and is responsible for assurance of accurate, timely and reliable financial management information and in preparing the USMC for audit. RFA has responsibility for overall supervision of matters involving oversight of conduct of audits of the USMC Statement of Budgetary Resources (SBR) financial statement. Firms possessing suitable qualifications should submit responses addressing the following core objectives in terms of customer experience and relevant capabilities: a) Ability to establish and execute a comprehensive program of audit support and financial analysis at various USMC locations; b) Ability to effectively liaison with government audit staff and USMC stakeholders engaged in such activities; c) Ability to accurate capture findings, reconcile discrepancies between source documents and transactions, and assess impacts to financial statements; d) Ability to capture measures of performance and effec! tiveness that can be used as process qualitybenchmarks; and e) Ability to present findings and analysis to senior level USMC and DOD leadership. Responses to this RFI shall not exceed six (6) pages, including coverletter, discussion and contact information. Subject response must contain: (1) Capability statement sufficient to demonstrate performance acumen directly related to the objectives stated; (2) Specific customers and descriptions of the referenced instruction provided; (3) Link to the respondent's appropriate GSA Schedule, or attached file of same; and (4) Other material relevant to establishing core competencies of the firm. Response is due by Friday, May 29, 2009, 1200 a.m., EST. Please submit e-mail responses to Bradford Backus at e-mail address: bradford.backus@usmc.mil NOTE: Issuance of this notice does not constitute any obligation on the part of the Government to procure these services or to issue a solicitation. No solicitation document exists at this time, however, in the event the acquisition strategy demonstrates that GSA is a viable option for procuring a solution, only those firms responding to this RFI and considered most capable shall be issued the resulting RFQ. The Government will not pay for information submitted in response to this RFI and responses to this notice cannot be accepted as offers. Any information the vendor considers proprietary should be clearly marked as such.
