- The U.S. Department of the Treasury is seeking a Program Officer who will serve as the Afghanistan Project Coordinator (as an on-site Project Coordinator) for the Office of Technical Assistance Office (OTA) in Kabul, Afghanistan. The Office of Technical Assistance provides technical assistance in the form of overseas advisors to 30 countries. The candidate selected will be hired under a personal services contract. The Afghanistan Project Coordinator will provide support to multiple intermittent and resident advisors from the five functional teams that make up this office - Banking and Financial Services, Budget and Financial Accountability, Government Debt and Issuance Management, Economic Crimes, and Revenue Policy and Revenue Administration; assist in project management tasks, such as review of work program timelines; coordinate with OTA Program Officers in the contracting and placement of all project personnel; and provide detailed reporting on the engagement. The Project Coordinator will work closely with and under the direction of the Treasury Attaché, as well as other Embassy personnel. It is anticipated that the contractor will serve as the Afghanistan Project Coordinator for one year, initially. Program Officer’s Duties The Program Officer will provide administrative and management support for all teams with advisors posted to Afghanistan. In addition, assistance will be provided to Treasury’s Attaché posted in Kabul. The ideal candidate will possess a demonstrated ability to relate to a variety of advisors and external personnel such as USAID or Embassy officials; an ability to develop, master and meet administrative requirements of different USG agencies; problem solving skills; the capability to review and analyze project budgets and results data; effective communication; proficiency in constructing and editing reports; and a willingness to facilitate continuous, appropriate communications between advisors, other officials on-site and OTA’s Washington Office. The ideal candidate will have a master’s degree in international affairs or a relevant subject matter; two to five years of relevant work experience, preferably in USG foreign assistance; project management experience; overseas experience; some foreign language capability; computer skills and excellent written and oral communication skills. Budgeting or accounting experience is desirable United States citizenship is required for the position. Medical and security clearances will be required prior to being posted. SALARY: In accordance with program regulations and based on demonstrated salary history, starting salaries are negotiable from $86,927 to $113,007. Depending on the length of the assignment benefits may include Post Differential, Danger Pay and R&R.
