Description
The US Army Engineering and Support Center in Huntsville (CEHNC), Alabama intends to solicit and award a contract for the development and instruction of Course 198 (entitled Environmental Writing) for the United States Army Corps of Engineers Learning Center (ULC) in accordance with the Governments requirement. This course provides instruction for those who prepare NEPA documents (EIS, EA, Supplements) as part of legislative proposals and feasibility studies to help them save time and develop good strategies for planning, organizing, writing, and revising. The Government is performing market research in order to determine if businesses posses the capability to execute the requirements of this anticipated request for quotation (RFQ). This notice is not for market research purposes only and IS NOT A REQUEST FOR Quotes (RFQ) nor does it restrict the Government as to the ultimate acquisition approach. Any parties interested in this requirement are encouraged to register as an interested vendor. Pursuant to FAR 4.1102(a), prospective contractors shall be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Contractors are encouraged to obtain further information on CCR registration at the following website: http://www.ccr.gov/. This announcement does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs. If you would be interested in such work you are requested to submit a capability statement which addresses as a minimum, the questions presented within this announcement. The Government will analyze all responses and determine if the pool of qualified interested small business firms is significant enough to justify another form of set aside allowed by the regulations, such as for HUBZone, 8(a) or Service Disabled, Veteran Owned concerns. The first session of instruction is scheduled for August of 2009, and subsequent sessions are scheduled for June of 2010 and June of 2011. North American Industrial Classification System (NAICS) Code 611430 is applicable to this acquisition. Award of a Firm-Fixed Price (FFP) contract will be made. The estimated value of this requirement is less than $100,000.00 Services will be solicited and awarded as a Commercial Item using FAR Part 13 Simplified Acquisition Procedures under FAR Subpart 13.5. The proposed award will consist of one base period of performance and up to two optional periods of performance. In conducting this market research the Government does not intend to rank submittals or provide any reply to interested firms; however there is a possibility that the ensuing contract award may be made on a Best Value basis. 3. SUBMISSION REQUIREMENTS: Interested firms should submit a document which furnishes information describing relevant experience and qualifications via email to Chaquandra.k.wilson@usace.army.mil: Submissions should be received by 02:00 PM CST on 01 June 2009 and should not exceed 5 pages. NO HARD COPY OR FACSIMILE SUBMISSIONS WILL BE ACCEPTED. Extraneous materials (brochures, manuals, etc) will not be considered. Do your current or proposed instructors have experience in revising and presenting short courses on environmental writing? If so, please identify your instructors and their qualifications and give details on dates, course title and nature of instruction. 5. Do your current or proposed instructors have working experience in the field of environmental writing as contrasted with teaching experience? Examples of working experience can be consulting for clients or employment as environmental professionals for governmental or non-governmental organizations. If so, please give details on dates, client or employer, and nature of working experience for each instructor.
