Description
In accordance with FAR 15.201(e), The Portland District US Army Corps of Engineers (USACE) is seeking information from contractors who can dispose of oil and hazardous waste products from locations throughout Oregon with the following noted requirements: 1) The contractor shall own and operate the waste facilities (e.g.,; RCRA Part A/B permitted facility, used oil treatment facility). 2) The contractor shall employ field technicians trained in HAZWOPER standards. In addition, this employee will be present on every job covered by this standard. 3) All local, State and Federal regulations shall be followed. 4) The contractor shall own and operate their transportation vehicles in accordance with Department of Transportation regulations. 5) The contractor shall be able to provide or have a contract-in-force to provide 24-hour spill response service. 6) The contractor shall maintain no less than $2 million of business automobile liability insurance for bodily injury and property damage, commercial general liability and pollution liability. 7) The Contractor shall have no unresolved Notices of Noncompliance, Notices of Violation or Enforcement Actions from any Local, State, or Federal Regulatory Agency. Regulatory actions occurring at any of the Contractors facilities or operations within the previous three calendar years shall trigger a regulatory review. Companies that have been prosecuted and convicted of criminal violations of any applicable environmental law would be deemed ineligible for consideration under this Standard. 8) The Contractor shall have, at a minimum, an environmental manager with a professional degree responsible for all field operations covered under this contract. This individual shall have no less than two (2) years of full-time waste management experience; have completed formal coursework in RCRA Manifesting, Hazardous Waste Operations, DOT Hazardous Material Worker Training, and Hazard Communication. We would like to know the following: 1) Who can provide the work as required above? 2) Are there small businesses that can perform this work with the above requirements? 3) Location(s) and types of facilities owned.4) Any other issues or concerns? Open for response/feedback. The Federal Supply Code is F108; the NAICS code is 562211 with a small business size standard of $12.5 million dollars. The Government will not pay for any materials provided in response to this market survey nor return the data provided.
