Description
All questions concerning this RFQ shall be submitted in writing to Nancy Foster at FosterN@sec.gov and Wanda Armwood at ArmwoodW@sec.gov, no later than 1:00p.m. local time (Eastern) on Tuesday, June 9, 2009. 5-26-2009 - The following are answers to questions received: Q. Since this solicitation is for delivery and bundling only, who is responsible for paying for the subscriptions? A. The vendor shall obtain the newspapers and magazines from its source and quote a fixed price for each line item listed in the RFQ, Part 1 - The Schedule. Q. If the quantities of subscriptions change, who will make the change in the number of subscriptions and who pays for the additional copies? A. If the quantities change during the period of performance, the additional quantities will be ordered and paid for by the SEC with a credit card. Q. What is the exact pick-up location of the subscriptions? A. The vendor shall be responsible for obtaining the newspapers and magazines from its source and delivering them to the SEC. The vendor shall label, bundle and deliver the newspapers and magazines to the SEC in accordance with the terms and conditions of the RFQ. 5/21/2009 - The following is a question and answer: Q: What or where is the pick up point for the newspapers and magazines? A: The vendor is responsible for obtaining the newspapers and magazines from their own source and delivering them to the SEC in accordance with the terms and conditions of the RFQ. 5/19/2009 - The following are questions received and answers: Q: Is the contractor required to pack and deliver the publications? A: Yes. Our requirement is for a bundling and delivery service, not for a subscription service. Q: Can the credit card be charged at the time of invoice creation or must the SEC approve invoices prior to payment? A: The initial purchase order will be paid when an invoice is received, approved and processed for payment in accordance with the Prompt Payment Act. Credit card orders may be placed for additional items throughout the duration of the period of performance. These charges would be paid by credit card as the new orders are placed. Q: Does my firm need to have a GSA Schedule in order to submit a quote? A: No, you do not need to have a GSA Schedule to respond to the request for quote. All Small Business vendors are encouraged to submit a response. Q: Are electronic submissions acceptable? A. Yes, electronic submissions are acceptable. If the quotes are delivered by email, they must be followed by one (1) signed hardcopy original of each quote within four (4) business days of the closing date (see RFQ Instructions, Conditions, and Notices to Quoters). Q: We have been working to establish our CCR through the CCR.gov web site. There have been some technical delays associated with the registration. Is it possible for us to submit our quote without the CCR? A: Quoters must be able to show that they have made an attempt to register at CCR. You can submit an email, a copy/screenshot of the CCR page, etc. to show your attempt to comply with the requirements of the solicitation. ====================================== (i) This combined synopsis/solicitation will result in a firm fixed price commercial purchase order for newspaper and magazine delivery service for the U.S. Securities and Exchange Commission (SEC). This announcement and its attachment constitute the only solicitation. Quotes are being requested and a written solicitation will not be issued. (ii) The procurement is issued as a 100% set-aside for Small Businesses. (iii) Quoters shall quote a firm-fixed price for the items listed in the attached SECHQ1-09-Q-0219 in accordance with the Statement of Work. The Government may award a contract(s) resulting from this solicitation to the responsible quoter(s) whose quote conforms to the solicitation and is advantageous to the Government, price and other factors considered. (iv) Quotes are due Wednesday, June 17, 2009 at 2:30 pm Eastern. All quotes must be signed.. Quotes may be faxed to (703) 914-1005, Attn: Nancy Foster, with signed original forwarded by mail to: U.S. Securities and Exchange Commission, Office of Acquisitions, Mail Stop 0-20,6432 General Green Way, Alexandria, VA 22312, Attn: Nancy Foster. Signed and scanned quotes may be emailed to FosterN@sec.gov. A complete quote will consist of: (1) Completed and signed (blocks 12, 17, 24 and 30) Request for Quote (cover page); (2) Price Quote (completed Part 1, The Schedule, Supplies or Services and Prices/Costs); (3) Description of the newspaper and magazine delivery service being quoted; (4) Narrative addressing contractor’s past performance, including 3 references; (5) Copy of the quoter’s Central Contract Registration (http://www.ccr.gov); (6) Copy of the quoter’s Representations and Certifications from ORCA (http://www.bpn.gov/orca). (v) All questions concerning this RFQ shall be submitted in writing to Nancy Foster at FosterN@sec.gov and Wanda Armwood at ArmwoodW@sec.gov, no later than 1:00p.m. local time (Eastern) on Tuesday, June 9, 2009. QUESTIONS SUBMITTED AFTER THE 1:00PM LOCAL TIME (EASTERN), TUESDAY, JUNE 9, 2009, DEADLINE WILL NOT BE ANSWERED. QUESTIONS WILL NOT BE ANSWERED ORALLY. E-MAIL SUBMISSION OF QUESTIONS IS REQUIRED.
