- The work includes a new two-story advanced radar detection laboratory consisting of a radar tower turret, mechanical room, electrical room, radar chiller room, radar cooling room, equipment storage/loading area, radar equipment room, radar control room, data processing/collection room, operations/situation briefing, and other supporting spaces. Supporting facilities include generator and switchgear pads, radio frequency (RF) enclosure at Building 515, fire protection pump building and water tanks, transformers, leaching field, security fence, parking, roads and other site improvements. Building components and systems include deep foundations, air conditioning and ventilation, electrical power, telecommunication, lightning protection, grounding, RF shielding barrier, vent and liner mitigation system, elevator, raised access floors, uninterruptible power source (UPS), standby generator with fuel tank, fire protection systems, plumbing, and acoustically rated assemblies!, finishes, and incidental related work. Estimated range is from $20,000,000 to $30,000,000. THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS 236220 AND AVERAGE ANNUAL RECEIPTS IS $33.5 MILLION OVER THE PAST THREE YEARS. This procurement is UNRESTRICTED. This is a source selection procurement requiring both technical and price proposals. Contract award will be made to the offeror proposing the LOWEST PRICE TECHNICALLY ACCEPTABLE proposal. The technical evaluation factors are anticipated to be as follows: (1) Past Performance; (2) Experience; (3) Key Personnel Experience/Qualifications; (4) Past Performance in Utilization of Small Business Concerns; and (5) Participation of Small Businesses. The Request for Proposal (RFP) will be available on or about 10 June 2009. The RFP, excluding the plans and specifications, will be available through the Navy Electronic Commerce Online (NECO) website https://www.neco.navy.mil. The RFP, including the plans and specifications, can be accessed at the follo! wing direct link https://www.fbo.gov/fedteds/TDPN6274209R1309 after the RFP is issued. Hard copies containing the RFP will not be issued. Contractors must register with FBO to obtain access to the solicitation. Registration instructions can be found on the FBO website. Once registered in FBO, the contractor must request explicit access to the solicitation. An email will be forwarded once the contracting office has approved or declined the request. Approved contractors may view and/or download the solicitation. Amendments will normally be posted to the web site http://www.neco.navy.mil. If the amendment contains drawings, the amendment, excluding the drawings, will be posted to http://www.neco.navy.mil.
