- This is a Pre-Solicitation notice (synopsis) for a full and open competition. The Federal Highway Administration (FHWA) has a follow-on requirement for engineering and technical support services for the LTPP Program. This includes such things as development and conduct of LTPP studies, support for LTPP related pavement performance activities, LTPP database support, and LTPP related traffic engineering support. Performance would encompass, but not necessarily be limited to, the following activities: •Provide technical support to the LTPP staff in the development and implementation of procedures and specifications for the quality control and quality assurance (QC/QA) on data in the comprehensive LTPP Information Management System (IMS). •Provide technical support to FHWA for the maintenance and operation of the LTPP IMS Servers. •Investigate and implement LTPP IMS database enhancements and expansion. Examples include incorporation of additional data collection on both the existing and new pavement sections, database refinement and enhancement in order to make the LTPP database easier to use by the public, possibility of incorporating other data sources, such as TFHRC Accelerated Loading Facility (ALF) data, TFHRC materials lab, Long-Term Bridge Performance Data (LTBP), etc. into IMS. •Coordinate with other LTPP contractors, the FHWA, participating States and Canadian Provinces and LTPP customers as required. •Provide technical support to the LTPP staff in collecting pavement monitoring and response data, materials characterization, and other related data as identified for the LTPP program. •Provide technical support in the general planning and coordination of the LTPP program, new test section designs, reviewing and assessing LTPP experimental design, and addressing special needs that may arise. •Provide technical support services on special projects and data studies as directed by the Government.
