Description
This modification will ensure that Willapa Bay Regional Fishery Enhancement Group, a non-profit organization will effectively manage an increased level of research processing. The US Fish and Wildlife Service awarded this Order on July 24, 2008. The NAICS code for this action is 541620. The modification will add work summarized as follows: The Government requires another 2 seasons of data collection to strengthen the findings made to date on the contract and thereby provide more information to assist in the management of endangered lamprey to ensure the Government's uninterrupted goals to establish self-sustaining populations of western brook lamprey in several streams within the Willapa National Wildlife Refuge and its surrounding area, Pacific County, Washington. The objectives are to compile and review scientific literature regarding the ecology and management of western brook lamprey; identify streams within the Refuge that offer the highest potential for successful lamprey reintroduction; initiate a monitoring program that would track the long term success of reintroduction efforts; and collaborate with partner groups, landowners, volunteers and other parties with a vested interest in lamprey conservation. The current contractor has the expertise and knowledge of how such previous collected information has been obtained in order to properly integrate it with this planned work. Contracting with another contractor at this point in the project would create undue hardship to the Government by requiring Government personnel to integrate information that it has virtually no role in collecting. Use of any other offeror would result in substantial duplication of costs and time delays to the Government that would not be recovered through competition.
