Description
The successful consultant shall support NCR, PBS, Business Management Division with various programs to facilitate a variety of training development opportunities for our interns, supervisors, managers, mid-career employees and senior leaders. Programs will be designed to train employees to develop their knowledge, skills and abilities; and analyse and address gaps revealed by skills assessments. The contractor will provide expert guidance, training, and technical assistance on all tasks associated with this project. Guidance may include telephone consultation, facilitation, participation in team meetings, as well as review and editing of draft products prepared by the Business Management Division and other organizations within NCR, PBS. The contractor shall be responsible for development and implementation of training conferences, training sessions, and administration and analysis of skill assessments. The contractor shall furnish the necessary personnel and materials for performance of the work as described below: 1. Intern Development - Develop and implement a comprehensive training plan for NCR, PBS's Intern Program which will include two week-long training development conferences per year. Using the approved training plan, the contractor will be responsible for organizing and facilitating each week long training session. In addition, the contractor may be tasked to facilitate specific training needs determined necessary to support the Intern Program throughout the year. 2. Mid-Career Employee Development - Develop and implement a career development program designed to equip employees with essential soft skills (i.e. emotional competencies) for advancement within GSA, NCR, PBS. Offer a variety of personal and professional development training to include but not limited to leadership, team work, interpersonal relationships, customer service, consulting, writing, oral presentations, public speaking, analytical, etc. 3. New Supervisor Development - Develop and implement training sessions designed to develop first-time supervisors into successful managers. This program should encompass all aspects of the management function - planning, organizing, leading, controlling, negotiating, conflict dispute resolution, disciplining and developing effective interpersonal skills. 4. Skills Assessment, Follow up Analysis and Counseling Services - Perform a formal 360-degree skills assessment of the GSA, NCR, PBS management population to evaluate the current and anticipated skills gaps. There are 24 leadership competencies that have been identified as most relevant to leaders within NCR. These competencies are based on the Executive Core Qualification Leadership model developed by the Office of Personnel Management (which includes 27 competencies grouped into five categories). 5. Leadership Community of Practice Facilitation - Provide guidance and facilitation in the development of leadership activities geared towards honing the skills of current leaders and developing skills of new and future leaders. Such activities may include formal and informal leadership training sessions and providing leadership experts to address CoP members. 6. Training Development & Facilitation - Assist with the development and implementation of GSA specific training geared towards the various career disciplines within NCR, PBS. (e.g. Project Management, Real Estate, Property Management, etc.) The contractor will be tasked to provide expert advice and guidance to requesting organization to address and design training as required. 7. Brown Bag, Lunch & Learn, and Peer-Networking Sessions - Facilitate lunch time informal sessions for interns, new supervisors, mid-career employees and the leadership CoP. The topics will cover a variety of issues, provide a forum for experience-sharing and networking and also serve as "just in time" training.
