- Price Quote for Carbon Delivery Carbon SOW This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, Streamline Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number IBM09Q0006 is issued as a request for quotation (RFQ), incorporating provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-32. FAR clauses and provisions are available at http://www.arnet.gov/far. This requirement is set-aside 100% for small business concerns. The associated North American Industry Classification System (NAICS) code is 325199, All Other Basic Organic Chemical Manufacturing and the associated small business size standard is 1,000 employees. The International Boundary and Water Commission (IBWC), United States Section, requires supply and delivery of Crude Glycerin or a Combination of Crude Glycerin and Sugar Syrup for remainder of fiscal year 2009 and two (2) option periods as detailed in attached scope of work. Delivery shall be in bulk form and shall be placed in one of two 5,000 gallon size storage tanks at the Nogales International Wastewater Treatment Plant in Rio Rico, AZ 85648. The maximum projected monthly usage is approximately 30,000 gallons of Crude Glycerin, which is the preferred carbon source, or the process-equivalent combination of Crude Glycerin and 50% sugar syrup. Amounts purchased under this contract shall be paid for on the basis of the order amount and actual delivery. First delivery date will be middle to late June 2009. Delivery and acceptance will be at IBWC Nogales International Wastewater Treatment Plant, 865 Rio Rico Industrial Park, Rio Rico, AZ 85648. Contractors must review and comply with the FAR provisions and clauses which apply to this solicitation. The following clauses or provisions are specifically referenced and are required in the response to this solicitation: 52.212-1 Instructions to Offerors-Commercial Items. Elaboration of the paragraphs of the clause is as follows: (b) Submission of offers is expanded to include acceptance of facsimile proposals as referenced in the provision incorporated by reference, 52.215-05 Facsimile Proposals (Oct 1997). Provision 52.212-2 Evaluation-Commercial Items, applies to this acquisition. Paragraph (a) of this provision is hereby replaced with the following: Award will be made on the basis of the lowest evaluated price meeting or exceeding the acceptability standards for non-price evaluation factors. The non-price evaluation factors and their acceptability standards are: (1) Technical acceptance of the supply offered to meet the Government requirement; and (2) Past performance. Past performance is a measure of the degree to which a contractor has satisfied its customers in the past. Quoters shall complete and return with their quotation a copy of provision 52-212-3 Offeror Representations and Certifications-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items. The following additional clauses cited in 52.212-5 are applicable to this acquisition: 52.203-6, 52.219-4, 52.219-6, 52.219-8, 52.219-14, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52,222-39, 52.223-9, 52.225-3, 52.225-13, 52.232-33, 52.232-36 and 52.222-43. This solicitation is not a Defense Priorities and Allocations System (DPAS) Rated Order. Contractors are required to register or update their registration on the Central Contractor Registration website at www.ccr.gov. CCR registration is required to receive contract award and will facilitate payment. A Firm Fixed Price contract will be awarded based on technical acceptance, past performance and price. Offers received from other than small business concerns will not be considered. Verbal quotations will not be accepted.
