Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) intends to negotiate and award a purchase order on a noncompetitive sole source basis to SCIREQ Scientific Inc., P.O. Box 12212, Chandler, AZ 85248. The reference number NHLBI-PB-(HL)-2009-148-DDC. The items to be purchase are: Product # FV-CSS1-02, flexiVent Complete system solution, one module quantity one (1) each to include the following: FV-M1, flexiVent module 1, 1.8.mL stroke, FV-BU-120, flexiVent base unit package, 120V, FV-EC-120, Embedded controller for flexiVent, with power supply 120VAC, SW-FVS.2, flexiVent software version 5.2 full license, FV-Y1, flexiVent Y-tubing for Module 1, FV-PP-M1, PEEP trap for use with module 1, XS-PM-30, Pressure manometer 3.0 kPa, KD-SF19US, Small form-factor workstation w/19” LCD(Microsoft XP), FV-XC, flelxiVent accessory controller; 4 auxiliary inputs and 4 DIO ports, ANC Aeroneb Lab nebulizer controller unit, ANP-1100, Aeroneb nebulizer unit, small particle size, ANW-C, Aeroneb adapter cable, computer control, ANA-SH, Aeroneb adapter support, height-adustable, ANA-B1/8, Aeroneb adapter, barbed fittings for 1/8” tubing, UT-EKG-1, Single channel isolated EKG amplifier, UT-TTA, T-type thermocouple adapter and probe for rectal temperature measurement UT-PL-400, Blood/liquid pressure transducer, 40.0 kPa (300 mmHg), FV-CT, flexiVent Comprehensive Training Package, FV-IT, flexiVent on-site installation and training, FV-AT, flexiVent on-site advanced training, and FV-ITX, Installation and training, quantity two (2) each. The Government=s estimated expected delivery date is 45 days after receipt of the purchase order. The delivery point is the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), Bethesda, Maryland. The sole source determination is based on the fact that the NHLBI Murine Phenotyping Core, requires a system capable of collecting measurements for study of respiratory mechanics using the forced oscillation technique, distinguishing between central and peripheral mechanics, calculating automated pressure volume loops, providing for dynamic resistance and compliance in a static system and providing controlled automated aerosol delivery in a subjects as small as 10 grams for use in our genetically engineered mice. The SCIREQ Scientific flexiVent system obtains reproducible measurements and requires fewer subjects to achieve statistical significance. It is regulatory requirement that the Government use the minimum numbers of research animal subjects possible while achieving statistical significance. The FlexiVent system provided by SCIREQ Scientific Inc., meets the range of respiratory mechanics measurements used in mice, and the Murine Phenotyping Core requires a comprehensive system with capabilities to assess large numbers of mouse models of cardiac and pulmonary disease. Therefore, it is to the Government=s best interest to purchase a system that will quantitatively assess changes in the lung mechanics of genetically engineered mouse models of cardiac and pulmonary disease. Industry Classification (NAICS) Code is 511210 Software Publisher, Size Standard is $25M. The small business set-aside does not apply. This acquisition is being conducted under simplified acquisition procedures, and exempt from the requirements of FAR Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
