Description
RECOVERY – This action is funded by the Recovery Act. On May 22, 2009, the Social Security Administration (SSA) awarded a Delivery Order to Oracle Corporation for $1,255,058 to provide technical support services to assist SSA in processing incorrect Economic Recovery Payments. In accordance with the provisions of the American Recovery and Reinvestment Act of 2009, more than 50 million Title II and XVI beneficiaries will receive a one-time $250 Economic Recovery Payment beginning, May 7, 2009. The Government estimates that it will make approximately 15,000-20,000 payments incorrectly. As a result, the Social Security Administration (SSA) will be required to recover these payments using an administrative debt collection process in their financial accounting system. Contractor support is required to assist SSA with implementing the needed programming changes to the Agency accounting system to recover these payments. The technical services to be provided by Oracle to accomplish these changes to the accounting system include: creating accounts receivable records, issuing collection letters, identifying collections that are 60 days past due, notifying the U.S. Treasury Cross-Servicing Program of delinquencies, and establishing summary reports for SSA management to monitor performance of the recovery efforts. These modifications to the Agency accounting system must be in place by July 1, 2009. The period of performance for this order is May 19, 2009 through October 27, 2009. This opportunity was available to Oracle USA, Inc. and Oracles’ authorized resellers only in accordance with FAR 8.405-6(a) (2) – The item is peculiar to one manufacturer (brand name item). Only Oracle Corporation USA and its resellers are capable of meeting SSA’s needs. This notice is for INFORMATION ONLY; Contractors should not respond.
