Description
SUMMARY REQUIREMENT: The General Services Administration (GSA) desires to lease between 11,613 rentable square feet (RSF) and 12,774 RSF of office and related space, yielding between 10,098 ANSI/BOMA Office area (formerly usable) square feet (USF) and 11,107 USF of either build-to-suit or existing modern office space. The space will be occupied by the Social Security Administration (SSA) to house personnel, furnishings, and equipment. A minimum of 62 outside/surface parking spaces are required (31 employee; 31 visitor), with employee parking separate from visitor parking. BUILDING REQUIREMENT: The facility must be professional in appearance, well maintained, of modern design, and of sound and substantial construction. The space shall be located in a professional office setting and not within close proximity to residential areas, railroad tracks, busy intersections or one-way access roads. Sites which are located directly on a highway or six-lane thoroughfare will not be considered in the following instances: (1) if the two directions of traffic are separated by a physical barrier or traffic indicator which does not permit access from either direction within one block; or (2) if access to the location is directly from a highway, unless there is a traffic control device within two blocks (or an equivalent distance) from the proposed office space. Locations must be as convenient to the visiting public as possible. Space shall not be located within a base floodplain or wetland unless the Government has determined it to be the only practicable alternative. For new construction and existing space, a setback of 20 feet is required. The requested space must be fully serviced, and in a building capable of being altered to meet the Government’s needs and security requirements as well as the Government’s requirements for fire and life safety and handicap accessibility. UNIQUE REQUIREMENTS: Office space must be contiguous and on one level without being split by a public corridor. First floor space is required. Space must have the potential for efficient layout; columns must be at least 28 feet apart center-to-center, and 28 feet from any interior wall and be no more than two feet square; space should not be “U” or “L” shaped or exceed a length to width ratio of 2:3. The following space configurations will not be considered: space with atriums or other areas interrupting contiguous space, extremely long or narrow runs of space, irregularly shaped space configurations, or other unusual building features adversely affecting usage. LOCATION / DELINEATED AREA: The building offered must be located in Galveston County, TX, within the following boundaries: North: FM646 East: One mile east of I-45 South: Galveston Island (including the entire island) West: One mile west of I-45 LEASE TERM: The term is for fifteen (15) years, ten (10) years firm. Expressions of interest should include the following: Building name and address or, for unimproved sites, provide specific location. One-eighth scale drawing of space offered or, for unimproved sites, provide site plan and location map. Confirm BOMA method of measurement, usable yield for available space by floor, and building common area factor. Name, address, and telephone number of individual to be contacted. Owners and Authorized Agents: Brokers and agents may represent prospective landlords, but any properties or proposals submitted by the brokers/agents must be accompanied by written evidence that they are authorized to represent the building’s ownership. Authorized contacts: In no event shall the offeror enter into negotiations or discussions concerning the space to be leased with representatives of any Federal Agency other than the officers and employees of the GSA.
