- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes only the solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, #FA4621-09-T-0010, is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-32. This solicitation is set aside for small business. The NAICS code is 334290 and the small business size standard is 500 employees. The following commercial items are requested in this solicitation: CLIN 0001 Heavy duty single stage rotary screw air compressor air cooled with aftercooler and moisture separator with automatic electronic moisture drain, complete with W S microprocessor with constant pressure and temperature readout, on demand readout of all operating and maintenance conditions, troubleshoot readout, power failure auto restart, dual control for automatic on demand start/stop, MSS-Multi-stage air/oil separation optimizer separator element to reduce oil carry-over to less than 1 ppm, VCS-versatile control system which will allow the unit to run in modulation for constant pressure, load/unload, or automatic start/stop with standard dual control, Five year warranty on the air/oil separator tank and the air cooled heat exchanger, EPACT TEFC 1750 RPM drive motor direct coupled and flanged for positive alignment to a air end, high dust 0.3 micron three stage intake air filter with remote intake connection, non-varnishing synthetic fluid, 25 HP, Full sound attenuating enclosure with hinge removable doors for ease of service. Package inlet filtration. Nema 4 electrics, ISO 9001 certified. Rated 99.3 acfm @ 125 psig. 200\3\60 (1 Each); CLIN 0002 Air cooled refrigerated air dryer complete with dew point temperature indicator and automatic moisture drain. Rated 35-39F dew point for 100 cfm (1 Each); CLIN 0003 Coalescing 1 micron oil and contaminant removal filter complete with filter condition indicator, liquid level sight glass, manual drain and automatic drain. Rated 1 micron for 125 cfm. Dryer Prefilter (1 Each); CLIN 0004 Coalescing.01 micron oil and contaminant removal filter complete with filter condition indicator, liquid level sight glass, manual drain and automatic drain. Rated.01 micron for 125 cfm. Final filter (1 Each); CLIN 0005 1 ½" extruded aluminum piping system with fittings and piping to install the above equipment in your existing compressor room and complete a loop system in your main hanger, consisting of approximately 400' of pipe with five points of connection. Price includes all materials and freight (1 Each); CLIN 0006 Filters, Regulators and lubricators to replace all of the existing ones in the hanger and tire shop. Sixteen drops. (1 Each); CLIN 0007 Labor, lifts, hangers and materials required to install the piping system and equipment. Pricing must include forklift to remove the existing compressor and set the new compressor in place. Pricing will include labor and materials to disconnect and reconnect existing electrical service. Items should be shipped FOB destination. The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items. Quotes will be evaluated and awarded to the offeror with the lowest price technically acceptable. The provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, and the offeror must include a completed copy of this provision with their proposal. AFFARS 5352.201-9101, Ombudsman (10 Aug 2005) in full text (below): (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offertory, potential offertory, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMBC A-76 competition performance decisions).(c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, Mr. Michael R.
