- Under the authority of FAR 13.106(b), the Department of Energy, Idaho Operations Office intends to negotiate a sole source award to J.W. Bibler & Associates, a small business vendor, for a follow-on independent assessment of Idaho National Lab (INL) and the Department of Energy, Idaho Operations Office (DOE-ID) project management processes and practices to identify areas of notable success and those needing improvement. The estimated cost for the assessment is $20,000 and will be conducted sometime between July 1, 2009 and Dec. 1, 2009. The work provided under this award include: 1) Review INL and DOE-ID Project Management Plans and related process and procedural documents addressing project management prior to conducting site visits and interviews; 2) Conduct site visits and interviews with DOE-ID and INL personnel; 3) Prepare and deliver a final report; and 4) Provide briefings to the Senior Leadership Team (SLT) at DOE-ID. Background: From October 1, 2003 through November 2007, Jim Bibler, of J.W. Bibler and Associates, designed and conducted Contract Management Seminar Series (CMSS) that equipped the workforce of DOE-ID with the knowledge, tools, and processes needed for successful management of the INL and the Idaho Cleanup Project (ICP) contracts. As follow on to the CMSS under a separate contract, Mr. Bibler conducted an independent assessment of DOE-ID?s contract management processes. In subsequent assessments, Mr. Bibler obtained in-depth knowledge of DOE-ID, DOE Headquarters, and the Idaho site contractor organizations and the interactions necessary to accomplish the DOE-ID mission. To duplicate this knowledge and understanding in order to perform this assessment would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, any firm that believes it can meet the requirements may give written notification prior to the response due date of June 10, 2009. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the award to J. W. Bibler & Associates. Responses are due by June 10, 2009, 3:00 p.m. (MDT).
