- QUESTIONS & ANSWERS REGARDING SOLICITATION VA-255-09-RP-0296PROJECT 657A5-08-124 FCA UPGRADE EMERGENCY POWER AT MARION, IL, VAMC NOTE TO POTENTIAL OFFERORS: This document is included with this Special Notice for informational purposes only. The following questions have been received, and the answers are provided herein. These questions & answers are for technical clarification purposes only. These answers do not involve any change to the terms & conditions and/or plans & specifications of this solicitation. This information is strictly for the purpose of helping potential offerors interpret the intent of the previously issued solicitation. 1. QUESTION: Is the existing roofing on Bldg 47 still under warranty? If so, can the contractor who installed it be identified? ANSWER: Due to the age of the existing asphalt/pea gravel roof, the roof is not under warranty, and the identity of the original contractor cannot be determined. 2. QUESTION: Fuel lines for the generator day tanks in building 47 show they are to be capped off inside the building. Drawings indicate no further work to be accomplished with the tanks. At a site visit, there was an apparent mention of some additional work related to this. Is there additional work required at the tanks, or is this being accomplished by other means? ANSWER: The scope of work for this contract requires all of the lines to be capped on the inside of the building on the floor closest to the wall. No additional work beyond this has been identified. 3. QUESTION: At a site visit, a comment was made regarding asbestos removal of 9"x9" floor tile in the electrical closets. It is noted that there are no details, notes, or specifications regarding asbestos abatement. Can clarification be provided? ANSWER: If the contractor decides to remove any asbestos floor tile, they will be responsible for subcontracting to a qualified source to do such work. However, it should be noted that in the electrical closet there is a space where the contractor can drill right through without having to make contact with the existing asbestos floor tile. 4. QUESTION: It has been noted that in drawing file "S02. Drawing 05 E000.pdf" that under the notes for "Class II Infection Control Precautions:" at note #9, it states, "Ceramic Block Walls Surrounding Panels are Lead-Containing. Follow OSHA Lead in Construction Standards. Collect Lead Wipes at Conclusion Of Work to Insure no Lead Dust Remains." It is noted that there is no specification section detailing lead remediation, if needed. It is also noted that the solicitation, plans, & specifications contained no lead report. Is this an additional requirement, could you provide clarification regarding this matter? ANSWER: This is not a specific remediation requirement. This is a standard construction work site safety & cleanliness requirement to make sure that any lead containing dust generated by construction activities is not permitted to spread about the facility, or remain left behind in the area of the construction. The contractor is required to control the dust emissions and properly clean up the work place, so no dangerous waste products are left behind. As noted above, these questions & answers are provided for technical clarification purposes, and do not change any of the terms & conditions of the subject solicitation. (END OF Q&A DOCUMENT)
