Recovery Act - Request for Capability Statements Business Case Analysis for Broadband Technology Opportunities Program NTIA 9000-9-13427 The Acquisition and Grants Office of National Oceanic and Atmospheric Administration (NOAA) on the behalf of the Department of Commerce's National Telecommunication and Information Administration (NTIA) is soliciting interested qualified firms to submit capability statements demonstrating ability to perform specialized services related to the business requirements of organizations that will apply for funding from the Broadband Technology Opportunities Program (BTOP) in accordance with the below requirement background and overview. Reference Number NTIA 9000-9-13427 is issued as a Request for Information/Sources Sought Notice, and is being contemplated as a 100% set aside for Service-Disabled Veteran-Owned Small Businesses. Broadband Technology Opportunities Program Background: Section 6001 of the American Recovery and Reinvestment Act of 2009 (Recovery Act 2009) authorizes the U.S. Department of Commerce, National Telecommunication and Information Administration (NTIA), in coordination with the Federal Communication Commission (FCC), to establish a national broadband service development and expansion program in conjunction with the technology opportunities program, referred to as the Broadband Technology Opportunities Program (BTOP). NTIA is coordinating its activities with U.S. Department of Agriculture's Rural Utilities Service (RUS), which was allocated $2.5 billion in broadband Recovery Act funding for loans and grants. NTIA will have a total of $4,549,000,000 to award to grant recipients that will be available until September 30, 2010. Of the amount provided, NTIA will use about $3,749,000,000 for infrastructure-related grants; not less than $200,000,000 for competitive grants for expanding public computer center capacity; not less than $250,000,000 for competitive grants for innovative programs to encourage sustainable adoption of broadband services; and up to $350,000,000 to develop and maintain a broadband inventory map. Funding is provided to award competitive grants to accelerate broadband deployment in unserved and underserved areas and to strategic institutions that are likely to create jobs or provide significant public benefit. The Broadband Technology Opportunities Program (BTOP) will be a competitive grant program to enable consumers and businesses in unserved and underserved areas of the United States to access broadband services. BTOP will stimulate demand and facilitate greater use of broadband services while contributing to economic growth and job creation. An objective of this contract effort is to develop, administer, and integrate a program and ensure the timely and efficient disbursement of BTOP funding to qualified applicants. Capability Statement Submission Requirements: Successful firms will possess and demonstrate the following: business and financial analysis skills, technology expertise; operations/construction experience; and policy and regulatory understanding. First, contractors should have extensive experience in understanding and executing business plans. This includes, but not limited to, understanding where value is being created in the plan, identifying key risk factors to success, modeling cash flows, determining the range of probable outcomes for a given business plan, and an understanding of the economics underlying the plans. Contractors should also have extensive experience in dealing with both private and public equity and debt markets so that they can determine the long-term viability of applicants' plans once the BTOP funds are fully invested. Second, firms should possess a deep understanding of a variety of broadband technologies including, but not limited to, fiber optics, metro and long haul networks, Internet Protocol and wireless. Contractors must possess the technical ability to understand the technical aspects of the construction and deployment of broadband related infrastructure, equipment, instrumentation, network capability, hardware and software, and digital network technology. Third, in addition to having a technical understanding of the underlying technologies that will be set forth in grant applications, successful firms must demonstrate first-hand experience in managing communications networks, including in rolling out new and existing technologies in new and existing markets. Finally, contractors must have a significant understanding of relevant communications regulatory requirements in order to evaluate the viability, feasibility, and sustainability of business plans put forward by grant applicant. Successful firms will demonstrate that the required skills are readily available. Capability Statement Submission and Evaluation Criteria Firms will be evaluated based on demonstrating an ability to perform projects of a similar scope and as indicated above. The Government will evaluate submissions using several evaluation factors for consideration such as Management Approach and Technical Capabilities, Organizational Experience, Past Performance, and Personnel. Management Approach and Technical Capabilities: Firms may discuss the background, objectives, and work requirements of this requirement and the proposed methods and techniques for completing potential tasks; anticipated major difficulties and problem areas, along with potential recommended approaches for their resolution; capability to meet surge requirements under the difficult time constraints; technical capabilities of the grant-making process, engineering support, and environmental expertise. Organizational Experience: Evidence that the organization has current capabilities for assuring performance of this requirement. Evidence of supporting subcontractors, consultants and business partners will be considered; the quality of cooperation (with each other) of key individuals within your organization, and quality of cooperation and performance between your organization and its clients. Past Performance: Successful firms should identify three (3) contracts/task orders with Federal Government and or non-Federal Government customers that demonstrate recent and relevant past performance. Recent is defined as within the last five years. Relevant is described as work similar in complexity and magnitude. Personnel: Describe your current personnel resources for this requirement, which addresses their capabilities and experience relating to this document. Provide your firm's current number of employees with skill sets applicable to the required project scope. If you are interested in competing for this effort, you may participate by submitting a statement of your firm's capabilities. Capability Statements are limited to three (3) pages and shall be submitted to NOAA - Terri.Coley@NOAA.GOV. Questions and comments may be addressed during the solicitation phase of the project. In order to compete for this future BTOP acquisition, interested parties shall demonstrate that they are qualified to perform the work by providing a Capability Statement. which is due no later than June 4, 2009 at 2:00PM EST.
