Description
Synopsis: THIS IS A NOTICE OF A PROPOSED CONTRACT ACTION The US Environmental Protection Agency (EPA) Region 1 intends to negotiate a Firm Fixed Price, Sole Source Purchase Order with Dionex Corporation Sunnyvale, CA. for a Ion Chromatograph Model number ICS-3000. The EPA believes that the Dionex Model ICS-3000 is the only Ion Chromatograph which can simultaneously analyze Anion & Cations and generate its own Eluent. The EPA has identified Dionex as the only vendor capable of satisfying this requirement. The circumstance permitting "Other than Full and Open Competition" is FAR 13.106-1 (b) only one source reasonably available. Any vendor disagreeing that the Dionex Model ICS-3000 is the only reasonable source for this requirement has the opportunity to demonstrate their compliance with the requirements stated in this "Notice of Contract Action." Interested parties that can clearly demonstrates their capabilities to provide the equipment described above should submit their response to the Point of Contact noted below. Standard company brochures will not be considered sufficient response. General Features: - The Ion Chromatograph System must be capable to display the status of vital parameters (system pressure, concentration of eluent, positions of pumps). - Physical Requirements: To install the instrument into existing space: 84" x 30" maximum EG (eluent generator): need for analyzing anions and cations. - This instrument must be able to operate simultaneously two different eluent generators for different applications. - Needs to be equipped with continuously trapping device removing interfering contaminants from the elements. Column Compartment: The IC must have two independently working columns in controllable temperature compartments. Detector: - Must have dual detection capability to be able to simultaneously control two independent runs. - Suppressor must be self-regenerating - Suppressor must not require the use of external pumps, valves or sold phase reagents to achieve eluent suppression. Interface Requirements: No interface to LIMS needed. Training Requirements: To be performed on-site. Service and Support Requirements: Instruments should include one year warranty, with possible option to extend the warranty using a Service & Maintenance Agreement for up to four (4) additional years. Warranty Agreement shall include, telephone technical support needed for the hardware, software and application. All on-site field service to include labor and travel charges. Service should include all emergency telephone calls and all parts that are required to repair defects in materials. Reporting and Documentation Requirements. Data has to be compatible with the existing equipment which includes operation, acquisition and generation of raw data files. Reporting limit of 0.1 ppm for all target analyses (fluoride, chloride, nitrate, nitrite, phosphate and sulfate) required. Acceptance Schedule and Constraints: Acceptance testing on entire system to demonstrate that all specifications are met after installation in laboratory. Must have ability to run IDC and MDL after installation within 45 days. Payment of invoice will be authorized upon completion of acceptance testing. The applicable NAICS Code is 334516. In the capabilities statements, contractors must provide their size status for the above referenced NAICS code, (i.e. large, small and whether or not they are a certified HubZone, 8(a), Woman-Owned, Small Disadvantaged and/or Service Disabled Veteran-Owned business. Responses for the above shall be submitted to the Primary Point of Contact by 4:30 p.m. EDT on or before Friday June 12, 2009.
