- At this time, the Acquisition Services Directorate, Sierra Vista Branch, intends to award a Fixed Price contract for TRAINING DEVELOPMENT AND SUPPORT (TD&S) - an 18 Week Pashtu Language Course. The total length of the contract will be 7 months from the date of award. If the results of this market survey indicate there is only one potential qualified sources that can support this proposed effort, the Government will consider issuing a sole source contract. The Army's mission to engage and defeat terrorist threats requires that leaders fully understand how to train and integrate language enabled HUMINT Collectors with critical GWOT operational language proficiency on the battlefield. Skilled language enabled HUMINT Collector integration requires leaders and soldiers to know how to apply language enabled proficiency skills that are force multipliers and provide force protection to meet their commanders' tactical requirements. The immediate requirement is to design, develop, and implement an 18 week language course that can complete language enabled training without sacrificing basic language proficiency.Contractor will design, develop, and implement an 18 week language course necessary to train Pashtu language speakers at an Interagency Language Roundtable (ILR) listening (L)1, Reading (R)1, speaking (S) 1 or basic level according to Army Language Management regulation 611-6 for support of GWOT operational language enabled requirements in accordance with prescribed learning theory and language training methodology. The course will be attended by students who will become language enabled soldiers at ILR level L1/R1/S1 as measured by a DLI Diagnostic Assessment (DA) Team. Additional tests may be used by the contractor, but not limited to, such as the Defense Language Proficiency Test (DLPT), Language Testing International (LTI), ALTA, and the BYU reading test to gather supplemental data that will assist in monitoring student progress. The contractor's language training will provide language enabled soldiers with critical skills and knowledge to effectively integrate operational language proficiency into the contemporary operational environment to support tactical commanders' language mission requirements where mission success is dependent upon effective intelligence and information gathering in the target language. The contractor will conduct training analysis, design, and development for language acquisition, sustainment and maintenance as prescribed by Training and Doctrine Command (TRADOC) Regulations and guidance. Implementation and validation will be accomplished through language training sessions conducted by the contractor at specified locations. Contractor shall coordinate with appropriate directorates within the US Army Intelligence Center and Fort Huachuca (USAIC&FH), training battalions, instructors, and contractors during the language training to ensure use of correct doctrine, tactics, techniques and procedure, and training protocols. Contractor will incorporate lessons learned to date from military operations in the Contemporary Operating Environment COE),Global War on Terror (GWOT) in Afghanistan, Iraq, the Balkans, and other regions of the world. Contractor Qualifications: Contractor must have at least 3 years experience as a professional foreign language instructor, be an educated native or level 4 target language speaker and have 1-2 years experience with individual training development with knowledge of target language culture and cultural principles. The contractor and staff must have strong English writing and speaking skills; 1-2 years experience in training development, organizational development, personnel proponency, or integration projects; a working knowledge of MS Office Professional (PowerPoint, Excel, and Word); Preferred skills, but not required include: Military experience; experience in educational course research, development, instructional methodology, and basic pedagogical principles; expertise and knowledge in the Systems Approach to Training (SAT) process; and expertise in the Automated Systems Approach to Training (ASAT) database. It is preferred, but not required that the contractor complete an approved DoD Instructor Training Course (ITC), or other equivalent course as approved by the government. (Per FAR Part 5.207-13(e) Fed Biz Ops Numbered Note 22 applies and is modified to read: 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within the closing date of the synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.)
