- Design/Build Renovation of the United States Marine Corps Reserve Center Place of performance: Wilmington, Delaware Issued by: NAVAL FACILITIES ENGINEERING COMMAND, MID-ATLANTIC, ACQUISITIONS DEPARTMENT, 9742 MARYLAND AVENUE, NORFOLK, VIRGINIA 23511-3095 This is a Best Value Source Selection solicitation for the Design/Build Renovation of the United States Marine Corps Reserve Center in Wilmington, Delaware. This solicitation is 100% SET ASIDE FOR SMALL BUSINESS CONCERNS. All Service Disabled Veteran (SDV) small businesses, certified HUBZone small businesses, certified 8(a) small businesses, and other certified small businesses are encouraged to respond. Large Business proposals will not be considered. Project Description: The contractor shall provide all labor, supervision, materials, equipment, tools, parts, supplies and transportation to perform all work described in the specifications. Contractor will renovate interior building components including all mechanical and electrical systems; finishes, stairs and removal and replacement of exterior windows and doors. Replacement systems and facility features will comply with applicable codes. Only basic repairs, including roof repair, replacement of exterior doors and installation of sprinkler will be made to the drill hall. The roofing system, floor slab, interior corridor walls and structural walls will remain unaltered. Occupants will not move out during construction, therefore construction will require phasing. In addition, the contractor will construct Vehicle Maintenance Facility with two maintenance bays, a tool room, a unisex head, office space and storage space for maintenance publications and flammable materials. The VMF will be a one-story steel framed structure with a concrete floor, a flat roof and masonry walls to match the construction type of the existing MCRC. Some site improvements, curb!, minimal paving, and site lighting, may be required to facilitate movement of vehicles to VMF. All work must be completed and ready for use not later than 380 calendar days after notice to proceed. The Bid Item 0001 (Base Bid) is to provide the entire work complete in accordance with the Request for Proposal. The following six options are included: Bid Item 0002 (Option 1): Delete Vehicle Maintenance Facility (VMF) Construction; Bid Item 0003 (Option 2): Delete Site Lighting at Existing Military Vehicle Parking; Bid Item 0004 (Option 3): Delete Deferred Maintenance Items; Bid Item 0005 (Option 4): Delete Removal of Obstacle Course; Bid Item 0006 (Option 5): Delete Site Lighting at Existing Parking Areas; and Bid Item 0007 (Option 6): Furniture, Fixtures and Equipment (FF&E). The contract to budget amount for Bid Items 0001 - 0006 is $6,600,000.00 and will be funded by the American Recovery and Reinvestment Act (ARRA). The contract to budget amount for Bid Item 0007 is $600,000.00 will not be funded by American Recovery and Reinvestment Act (ARRA). The Request for Proposal (RFP) will be issued on or about 12 June 2009. The tentative date/time for submission of proposals is 13 July 2009, 2:00 PM (EST). The solicitation will be listed as N40085-09-R-7036 on Naval Electronic Commerce Online (NECO), https://www.neco.navy.mil. The North American Industry Classification System (NAICS) Code for this project is 236220 with a size standard of $33.5M. Please be advised of on-line registration requirements in the Central Contractor Registration (CCR) database https://www.ccr.gov/ and directed solicitation provisions concerning electronic annual Online Representations and Certifications (ORCA) at https://orca.bpn.gov. Representations and Certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or update to ORCA.
