Description
The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisitions OA, DERA has a requirement for the Clinical Research Center for the purchase of a product Maxwell® 16 Instrument DNA/RNA extractor and Kit: To include Extracts DNA/RNA in a much more precise and contamination free method that can be accomplished by hands and the system must combine both a mechanical and chemical disruption, insures a more complete extraction of DNA/RNA from the research samples. The system must be able to perform simultaneous mechanical grinding of animal tissue, blood cells, eukaryotic culture cells, gram negative, or gram positive bacteria in conjunction to chemical disruption with lysis buffer, saving hands on labor time. The Maxwell® 16 Instrument combines various features into a single platform, such as, automated processing of 1 to 16 sample per instrument purification run in 30 - 40 minutes, heated elution to improve yields, pre-filled reagent cartridges that save time on reaction set-up and Promega protocols are pre-loaded and ready to use out of the box. Additionally, Global Instrument and reagent support by Promega’s technical services. The items to be purchased include: (1) Item# AS1250--Maxwell® LEV Hardware; (2) Item# AS2000--Maxwell® 16 Instrument; (3) Item# SA2000--Maxwell® 16 Premier Warranty; (4) Item# AS1200--Maxwell® 16 SEV Hardware Kit; (5) Item# SA2015--Maxwell® 16 Premier Service Agreement; (6) Item# AS1020-- Maxwell® 16 Cell DNA Purification Kit; (7) Item# AS1030--Maxwell® 16 Tissue DNA Purification Kit; (8) Item# AS1050-- Maxwell® 16 Total RNA Purification Kit; (9) Item# AS1010-- Maxwell® 16 Blood DNA Purification Kit; (10) Item# AS1220--Maxwell® 16 Tissue LEV Total RNA Purification Kit; and (11) Item# AS1225--Maxwell® 16 Cell LEV Total RNA Purification Kit 2nd Day Instrument Shipping and Handling. This requirement is under the North American Industry Classification System (NAICS) 325414, Size Standard is 500 employees. The delivery and acceptance F.O. B. Point is Bethesda, Maryland. The Government's estimated expected delivery date is 1-2 weeks or sooner after receipt of the purchase order. The reference number NHLBI- PB-(HL)-2009-152-DLM. Proposals are due June 11, 2009 by 7:30 a.m. local time. The award will be made based upon the technical specifications of the required products and delivery period in this synopsis, and to the lowest price, technically acceptable quote meeting the Government's requirements. The offerors must submit written descriptive literature of the product in their proposal, an itemized price list and warranties of the product quoted. The Government intends to evaluate offerors and award a contract without discussions with Offerors. Therefore, the initial offer should contain the offerors best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if later it is determined by the Contracting Officer to be necessary. The Governent may reject any or all offers, waive informalities and minor irregularities in offers received. The offeror's proposals must include itemized price lists of charges, complete description of services, complete address for invoice payment and purchase order delivery, prompt payment discount terms, the Dun & Bradstreet Number (DUNS), the taxpayer Identification Number (TIN) and certification of business size of the company. The offeror must also register in the Government's Contractor Registry System. Note: www.ccr.gov. The proposal must reference the Solicitation number NHLBI-PB-(HL)-2009-152-DLM. All responsible sources may submit a proposal which if timely received shall be considered by the agency. Proposals must be submitted in writing to the National, Heart, Lung and Blood Institute, Office of Acquisitions, Procurement Branch, 6701 Rockledge Drive, Suite 6042, Bethesda, MD 20892-7902, Attention: Dorothy Maxwell. Response may be submitted electronically to maxwelld@mail.nih.gov. Responses will only be accepted if dated and signed by an authorized company representative. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
