- Description
- The Government intends to procure, under only one responsible source, where no other suppliers or service will satisfy the agency requirements. The Naval Facilities Engineering Command, Pacific is seeking alternate products/sources comparable to the XLS 1000 fire alarm control panel, manufactured by Honeywell International Inc., 1500 West Dundee Road, Arlington Heights, Illinois 60004. The alternate product/source must meet the following requirements/specifications: 1. The fire alarm control panel shall be an analog/addressable, UL listed or FM approved, designed for installation and operation in accordance with NFPA 72 "National Fire Alarm Code". Panel shall be of a modular design with capability to expand the system to add circuits, input and output functions, connections to other fire alarm panels, etc. by installing additional modules within the panel or in a remotely mounted fire alarm control unit panel. 2. The fire alarm control panel shall provide both fire alarm notification and personnel alerting capability. Panel shall have capability to simultaneously provide audible fire alarm notification via fire alarm speakers producing a three-pulse temporal pattern and visual fire alarm notification via fire alarm strobe devices. Panel shall have capability to simultaneously provide audible personnel alerting via live voice message broadcasting through fire alarm speakers and visual personnel alerting via fire alarm strobe devices. Source of live voice messages shall be a microphone integral to the fire alarm control panel. Panel shall have capability to interrupt fire alarm notification functions when personnel alerting functions are manually initiated. 3. The fire alarm control panel shall have the capability to provide full bi-direction communication with the Honeywell Enterprise Buildings Integrator (EBI) system over a multi-priority, peer-to-peer token-ring network. Panel shall be able to transmit all addressable points to the Honeywell EBI server via fiber optic communication. Panel shall have both single-mode and multi-mode communication capability. Panel shall provide capability to configure fire optic communication with the Honeywell EBI server as a Class A style 7 or B style 4 circuit. Panel shall be UL listed or FM approved for use with the Honeywell EBI system. 4. The fire alarm control panel shall provide capability to monitor both addressable and non-addressable fire alarm devices and auxiliary dry contacts. Panel shall provide capability to initiate auxiliary functions including, but not limited to, shut down of air conditioning units, elevator recall, closing of fire smoke dampers, etc. 5. The fire alarm control panel shall be UL listed or FM approved for releasing service (e.g. clean agent fire suppression systems, preaction fire sprinkler systems, deluge systems, etc.) 6. The fire alarm control panel shall operate on a 120 volt, 60 hertz normal building power supply. Panel shall include secondary power source consisting of sealed lead acid batteries and battery charger. It should not be construed as a commitment of any kind by the U.S. Government to issue a solicitation. Interested parties meeting the requirements described in this announcement are invited to submit complete information and specifications. Any information provided to the Government in response to this RFI will become U.S. Government property and will not be returned. All proprietary or classified information will be treated appropriately. Interested parties shall submit information and specifications to Ms. Carol Tanaka via email at carol.tanaka@navy.mil. Interested parties responding to this announcement by Wednesday, June 11, 2009 at 4:00 p.m. H.S.T. will be considered.
