Description
The contractor shall furnish all depot level labor, facilities, special tooling, test equipment and materials for maintenance and overhaul/recapitalization of the T700-GE-700 and T700-GE-T701C/D Turbine Engine Cold Section Modules. T700 Input/Output NSN: 2840-01-094-5547 T700 Input/Output P/N: 6035T02G01 T701C/D Input/Output NSN: 2840-01-284-4013 T701C/D Input/Output P/N: 6071T25G01 The proposed contractual action will be for a 5 year, firm fixed price Indefinite Delivery Quantity (IDIQ) type contract, with a minimum quantity of 30 and a maximum quantity of 168 each T700 Cold Section Modules. This includes FMS quantity of 28 each. The required quantities for the T701C/D Cold Section Modules are a minimum of 120 each and a maximum of 672 each. This requirement includes FMS quantity of 112. The Cold Section Modules are Critical Safety Items. In accordance with DFAR regulation 209.270-3 the head of the contract activity responsible for procuring an aviation critical safety item may enter into a contract only with a source approved by the head of the design control activity. This item is a commercial item. Depot Maintenance Work Requirements (DMWRs 1-2840-248-1 and 1-2840-248-2, [Change 10 dated 15 Sep 2008]), dated May 15, 1999 has been identified for this requirement. The DMWR is currently available to support a competitive solicitation. In accordance with DMWR requirements (Para 4-95) for cold section module testing, an AMCOM approved automatic data acquisition and reduction program is required. The solicitation will require documentation to support access to an AMCOM approved automatic data acquisition and data reduction program. The only known approved sources of overhaul for the T700 and T701C/D Cold Section Modules are GE Engine Services, Inc. (CAGE 24113), Bet Shemesh Engines, Ltd. (CAGE S0204) and Vector Aerospace Helicopter Services (CAGE 3AH19). Firms are encouraged to seek source approval in order to compete for this or future solicitations by submitting documentation in accordance with the procedures outlined at the following website: http://www.redstone.army.mil/cmo/. Award of this requirement will not be withheld pending source approval. The required production schedule to meet current and forecasted requirements are 5 per month for the T700 Cold Section Module, NSN 2840-01-094-5547 and 10 per month for the T701C/D Cold Section Module, NSN 2840-01-284-4013. Input will be 30 days ARO for both cold section modules. Output shall be 180 days ARO for both cold section modules. Firms that recognize and perform maintenance and overhaul on the required items described above are encouraged to identify themselves. Award will be withheld pending receipt of sufficient funds. The closing date annotated is an estimated date and may be adjusted depending upon the date of release of the solicitation; however, the solicitation will not be closed prior to the closing date stated above.
