Description
This notice services a twofold purpose; 1) To invite all interested parties to the Department of Veteran Affairs, Construction and Facilities Management (VA) Industry Day Forum to discuss the construction process for the VA Denver Replacement Medical Center, Aurora, CO and 2) Issue a sources sought for certain small business to provide capability statement in accordance with the source sought announcement. First, VA will host an Industry Day Forum to discuss upcoming VA Denver Replacement Medical Center Facility, Aurora, CO construction solicitation. The Industry Day Forum is scheduled to take place; at (to be determined) am MDT on (to be determined), at the (to be determined), Denver, CO. Topics of discussion will be Construction Manager as Constructor (Pre-construction services including design review, cost estimating, and project phasing and Construction Management services including recruitment and coordination of construction effort) and scope of the construction program to include 1.1 million building gross square feet of medical and administrative program space, in new and renovated space. Project includes off-site utility and infrastructure development, the site development of the 30 acre campus which includes the on-site utility distribution and the construction of a 36,000 SF central utility plant, construction of a 204-bed inpatient hospital containing medical/surgical beds, ICU beds, mental health beds, rehabilitation beds, nursing home beds, and a 30-bed spinal cord injury/disorder unit, a diagnostic and treatment building including the in-patient and out-patient operating suites, out-patient clinic buildings, surface and structured parking facilities, and administrative facilities. The project includes the renovation of an existing 120,000 SF building on the site. Construction will be in multiple phases because of funding and site leasing constraints. A tentative schedule for project development is being finalized. The members of the VA project team for Industry Day are Project Manager Tim Pogany, Contracting Officer Chris Kygros and Frank A. Clemons, VA Denver Medical Center representatives, and Joint Venture Architect/Engineering Firm, H+L-SOM/CRA-SAM. There will be an opportunity for interested parties to discuss the project in a reserved session with the VA project. To reserve a time for the reserved session please contact Frank A. Second, VA is issuing this Sources Sought Notice to determine the interests and capabilities of Service-Disabled Veteran-Owned Businesses (SDVOSB), Veteran-Owned Businesses (VOSB), 8(a) contractors, HUBZone Small Businesses, Women-Owned Small businesses (WOSB), or Small Disadvantaged Businesses (SDB) firms with regard to an upcoming acquisition for pre-construction and construction services for the VA DENVER REPLACEMENT MEDICAL CENTER, AURORA, CO. The firm should have an approved NAICS of 236220 with the size standard of $33.5 Million average annual gross revenue to be considered a small business. The firm should provide a capability statement that displays the firm capabilities and experience in pre-construction, construction management services, and construction experience. The capability statement should address corporate experience in Complex Building Construction (healthcare/rehabilitation centers), Pre-Construction Services Management (design development, LEEDS, BIM, and construction documents), Construction Management, Local Market Knowledge, Organizational Business Management, and Past Performance in these areas. The firm must also show a bonding capacity of more than $100,000,000.00 for construction. Respondents are requested to submit a Capability Statement that exhibits clear and convincing evidence of your firm capabilities/experiences to perform the listed tasks. The capability statement is not to exceed 10 pages. The statement must provide a summary of relevant experience and knowledge that addresses the scope of the task. Respondents must submit a capability statement, which addresses each task for which they believe they are qualified. The firms having the skills and capabilities necessary to perform the stated requirements are invited to provide information to contribute to this market survey/sources sought. This sources sought notice is only for market research purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. It does not constitute a solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. All interested parties will be required to respond to the resultant solicitation separately from their response to this sources sought. Please submit Capability Statements via email to: frank.clemons@va.gov no later than June 5, 2009. At this time no solicitation exists, therefore, DO NOT REQUEST A SOLICITATION package.
