Description
The Government intends to award a sole source contract to JP Morgan Chase. JP Morgan Chase owns the custom design configured system to process paper filings and this custom design has already been paid for. The reason for the Sole Source is: It would not be cost effective to pay for the custom design again when PBGC is expecting fewer than 1,000 paper filings over the next five years (most filings are now received electronically). Description of Supplies/Services. This contract is to provide banking, lockbox and data capture services for the PBGC. All defined benefit pension plans covered by Title IV of ERISA are required to file premium data and payments annually with the PBGC. Plans may submit checks, paper filings and correspondence to PBGC's financial lockbox via the U.S. mail, delivery service, courier, etc. Non-financial correspondence is submitted to the correspondence lockbox. Electronic payments are also made directly to PBGC's account. PBGC downloads electronic payment data, from the bank. PBGC requires the filing information received from the lockboxes be converted to an electronic format for processing purposes. The period of performance is from 10/01/2009 to 09/30/2014. The contract value is estimated at: $955,000. This notice of intent is not a request for competitive proposals; however, interested companies may identify their capability to respond to this requirement. The Government will consider responses received by 10:00 a.m. (EST) on June 2, 2009. Inquiries will only be accepted via email to kvalevog.fiorela@pbgc.gov. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
