- Attachment 2 - Wage Determination (-AAS161) Attachment 1 - Past Performance Questionnaire (-AAS161) SF-1449 Continuation Sheets (Solicitation: HSCG84-09-R-AAS161) (Includes SOW) SF-1449 (Solicitation: HSCG84-09-R-AAS161) The U.S. Coast Guard, Maintenance and Logistics Command Atlantic (MLCLANT), in Norfolk, VA has a requirement for specialized tactical, law enforcement and force protection training and the rental of a variety of shooting ranges, training facilities, equipment, and services that can be procured on an as needed basis to provide flexibility in the use of the acquisition. The requirement will be issued utilizing Full and Open Competition procedures. The intended type of contract will be a Requirements Contract with firm fixed prices and will be issued for a one-year base period and three one-year option periods. Individual firm fixed price delivery/task orders will be issued on an as needed basis. The applicable NAICS code is 611699. The contractor’s training facility must be located within the geographic restricted area of a 50-mile drive of USCG Atlantic Area (LANTAREA) Axr, 4000 Coast Guard Blvd., Portsmouth, VA 23703 and USCG Maritime Security Response Team (MSRT), 1260 Shotgun Road, Chesapeake, VA 23322. The training associated with this contract shall be coordinated with various other training that will be performed in the Portsmouth, Norfolk and Fort Eustis areas in Virginia. The geographically restricted area of within a 50-mile drive of LANTAREA Axr, 4000 Coast Guard Blvd., Portsmouth, VA 23703 and MSRT, 1260 Shotgun Road, Chesapeake, VA 23322 is due to other training requirements taking place in the local area of LANTAREA Axr (Portsmouth, VA) and MSRT (Chesapeake, VA). Some USCG personnel will be on temporary travel duty from various locations within the United States during this training regimen. The training associated with this solicitation shall be accomplished at the Contractor’s facility; the Contractor must be able to provide all of the requirements listed in the Statement of Work at one training facility. If the Contractor’s facility is not located within a 50-mile drive of LANTAREA Axr, 4000 Coast Guard Blvd., Portsmouth, VA 23703 and MSRT, 1260 Shotgun Road, Chesapeake, VA 23322, foreseeable cost factors will be applied to proposals for evaluation purposes only. Foreseeable costs will be calculated based on the offeror’s training facility location and these costs will be added to the offeror’s overall price. Foreseeable costs may consist of all costs associated with transporting USCG training participants, USCG training instructors and equipment to a training location other than within the geographically restricted area identified above. The contractor must possess all required certifications and accreditations to meet local, state, federal and industry requirements for instruction in the Law Enforcement and Force Protection areas. The following factors will be evaluated in the award of this proposed contract: (1) Technical/Management Approach, (2) Medical and Safety Plans, (3) Scheduling Practices, (4) Past Performance and (5) Price. Offerors will be responsible for insuring that three past performance references complete the Past Performance Questionnaire (Attachment 1 of the Solicitation). The past performance references will need to submit completed Past Performance Questionnaires directly to the Contract Specialist, Christina Wilkinson, at Christina.M.Wilkinson@uscg.mil by the “Offer Due Date” listed in Block 8 of the SF-1449. Interested parties must be registered in the Central Contractor Registration (CCR) database and must have an active and complete registration status prior to award, during performance and through final payments of any orders resulting from this solicitation. Lack of active and complete registration in the CCR database will make a contractor ineligible for award. Contractors may obtain information on registration via the Internet at www.ccr.gov or by calling (888) 227-2423. IMPORTANT: The solicitation will be available on or about 26 May 2009 and is anticipated to close on 17 June 2009. The solicitation will incorporate commercial clauses and provisions in accordance with the Federal Acquisition Regulation (FAR) Part 12 (Acquisition of Commercial Items). Interested parties are hereby notified that this solicitation will be available exclusively on the FedBizOpps website at www.fbo.gov. The Request for Proposal (SF-1449), all attachments and all amendments will be published for viewing and printing from the FedBizOpps website. Interested parties are responsible for monitoring the FedBizOpps website for the solicitation and any amendments to the solicitation. No paper copies of the solicitation and/or amendments will be distributed.
