- The Philadelphia Division, Contracting Department of the Fleet and Industrial Supply Center (FISC) Norfolk intends to solicit and negotiate on an unrestricted basis, a Firm Fixed Price Indefinite Delivery, Indefinite Quantity type contract. The purpose of the resultant contract is to provide critical information in support of the United States Marine Corps Intelligence Activity's Cultural Intelligence Program. The purpose of the resultant contract is to address shortfalls in resident analytic capabilities on foreign cultures and other complex knowledge areas to successfully fulfill the Marine Corps Intelligence Activity's (MCIA) responsibilities to support Marine operating forces and its National Intelligence requirements. Under the resultant contract, the contractor shall bring new resources to bear in support of socio-cultural analysis on factors that directly affect the operational environment. The contractor shall assist MCIA in meeting their increased demand for in-depth cultural analysis by providing a range of services from corporate, academia, military, and Government sources in order to augment in-house capabilities. Contractor support requirements include the following task areas: produce Deep Cultural Intelligence Study; produce Military Cultural Study; produce Cultural Field Guide; produce Cultural Smart Card; produce Micro-Mission Guide; provide Geo-Spatial Support; update existing MCIA products; research and produce Regional Cultural Products; conduct Urban Cultural Assessment; conduct Group Based Assessment; and conduct Social Organization and Network Assessment. It is anticipated that the resultant contract will contain a base ordering period from the date of award until 31 December 2009, with four twelve month options. The total estimated level of effort for this requirement is 112,830 hours, including options. The applicable NAICS Code is 541990 "All Other Professional, Scientific, and Technical Services".
