- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, W45C3C90401302, is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-31. This procurement is a 100% Total Small Business Set-aside IAW FAR 19.502-2(a). The NAICS code is 611699 and the small business size standard is $ 6.5 Million. The following commercial service is requested in this solicitation: 1. Major Items of Performance: At least one or more instructors will be providing 20 Hours Basic Rapid Intervention Training to provide students with a four-hour presentation with ample time for student questions. Class shall include discussion of case studies that should help students understand on how firefighters may be injured or killed. Two eight-hour sessions will be devoted to practical toxic industrial chemicals training and all aspects of downed firefighter removal. Techniques will include stair removal, collapse removal, removal by ground ladder and wall breaching. Time will be spent covering basic search techniques including toxic industrial chemicals assisted, rope assisted and large area. Training is for twenty students and will include all books and materials, evaluators to certify that training has been according to standards and mandates, and shall be provided by awardee. Codes: Training is to be provided on mandates established by Army Regulation (AR) 420-1 Army Facilities Management Chapter 25 Fire and Emergency Services and DODI 6055.6 Department of Defense Fire and Emergency Services Program which require that Department operations are conducted in accordance with NFPA National Fore Protection Association Standards NFPA 1500 Occupational Safety and Health Programs; 1561 Stand on Emergency Services Incident Management-which mandates certified and qualified Department personnel. 2. Location of Work: All work will be performed on Fort Bliss, TX. Government will provide classroom, equipment and location for on-hands training. Work Schedule: The working hours for this contract shall be between 0700 and 1700 hours daily. 3. Performance Period: The performance period will be for two and a half days in the month of August 2009 to give end user flexibility based on mission requirements. Firm date will be established after contract award. 4. Payment: All of the costs in connection with this contract shall be included in the lump sum price for all of the work to be performed and travel expenses associated with this requirement of an onsite deliver, under the contract. FOB: Destination for delivery to US ARMY Fort Bliss, TX 79916-6812. The following provisions and clauses apply to this acquisition: The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items. Quotes will be evaluated and awarded to the offeror with the lowest price. The provision at FAR 52.212-3 Alt I, Offeror Representations and Certifications -- Commercial Items, and the offeror must include a completed copy of this provision with their proposal if they are not registered in ORCA. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5 Alt I, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items. 52.219-6 Notice of Total Small Business Set-Aside, FAR 52.225-13, Restrictions on Certain Foreign Purchases, FAR 52.232-33, Payment by Electronic Funds-Central Contractor Registration, FAR 52.233-3, Protest After Award, FAR 52.233-4 -- Applicable Law for Breach of Contract Claim, FAR 52.237-1, The clause at DFARS 252.204-7004, Required Central Contractor Registration; DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders; DFARS 252.225- 7001, Buy American Act and Balance of Payment Program. The Government reserves the right to award on a multiple award or an all or none basis.
