Description
NOTICE OF INTENT TO AWARD SOLE SOURCE. Arnold Engineering Development Center (AEDC), Arnold AFB TN intends to award a sole source contract to Innovative Scientific Solutions, Inc. (ISSI), 2766 Indian Ripple Road, Dayton, OH, 45440, to provide upgrading of 45 ISSI 4" light emitting diode (LED) units from 450nm wavelength emission to 395nm and increase excitation energy for the pressure sensitive paint (PSP) by 2-3 times the current capability and purchase of 26 power supplies, each capable of driving 2 LED units. The existing lamps have a circular optical aperture of 4.7" diameter that must be maintained and the external shape of the LED must not change in order utilize the mounting equipment currently used. The LED housing must have an outer diameter of 5.9 inches and be 4.7 inches long to permit mounting to the tunnel wall. The 460nm LEDs (quantity 21) will be replaced with new 395nm LEDs (quantity 21) that will result in a 2-3 magnitude increase in PSP luminescent output; the LEDs will have a radient flux of 2.4-3.7 W (Q bin to R bin) and a wavelength range from 395-400nm (U6 bin code); 90% of the illumination will fall in a 48 in. diameter at 8 feet. The duty cycle will remain 5%. The pulse to pulse variation will be less than 1%. The rise time of the optical pulse will be less than or equal to 400 nanoseconds. Fall time will be less than or equal to 100 nanoseconds. The lamps must be capable of sustained, reliable operation at pressures down to 1.5 psia and temperatures up to 110 deg F. The new power supply required to drive the LED units will be 36V and capable of driving two LED units. The power supply will not require cooling for sub-atmospheric testing conditions. The Estimated delivery time will be 6-12 weeks after contract award. This synopsis is approved for a sole source contract action as authorized in FAR 6.302-1 (supplies or services are considered to be available from only one source). No solicitation package will be issued. However, all interested sources may identify their interest but must provide proof of capability to provide an acceptable product by submitting pricing data, an accurate description of the equipment offered and make and model numbers of the equipment. Only responses containing this data will be considered for the purpose of determining whether to conduct a competitive procurement. Award will not be made on the basis of responses received to this synopsis. If no favorable responses are received by close of business (3:00 PM CST) 12 June 2009, a contract will be negotiated with the above named source.
