Description
The Cincinnati VAMC is seeking a vendor to provide support of the VA Healthcare System of Ohio, VISN 10, plans to roll out Microsoft Office 2007 at all its facilities in July 2009. The facilities where the training is to take place are located in the following Ohio cities: Chillicothe, Cincinnati, Cleveland/Brecksville, Columbus, and Dayton. Training needs to begin in June 2009 prior to the roll out. Below is a copy of the statement of work for the requirement needed. All Instructors must be Microsoft certified. All interested parties shall provide a bio on the instructors and if asked, proof of Microsoft Certification. Any questions are to be emailed to the below POC. No phone calls accepted. This action is 100 Percent (100%) set aside for Service Disabled Veteran Owned Small Business (SDVOSB). This procurement is being conducted under simplified acquisition procedures in accordance with FAR part 8, 12 and 15. The applicable North American Classification System (NAICS) code is 611420, with a small business size standard of $7.0M applies. This solicitation will be issued electronically. It will be available only via the Federal Business Opportunities website (www.fedbizopps.gov). All Offerors must be registered in the Central Contractor Registration (CCR) database. Offerors may obtain information on registration and annual confirmation requirements via the Internet at http://www.ccr.gov or by calling 1-888-227-2423 or 269-961-5757. Potential offerors are responsible for downloading their own copy of the solicitation package, as no paper copies will be furnished. Potential offerors should register at www.fedbizopps.gov in order to receive notification and/or changes to the solicitation. Offers will be submitted on the Standard Form 1449 and must include as a minimum the items listed in FAR Clause 52.212-1 (b) (1-11) Instructions to Offerors - Commercial Items. This clause may be viewed at http://farsite.hill.af.mil. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Capability, Price, and Past Performance. Past performance and technical capability, when combined, are significantly more important when compared to price or cost. Vendors are requested to submit past performance information to include persons of contact on their last two contracts for similar products. Statement of Work VISN Wide training for MS Office 2007 Applications Requirements VISN 10 requires a Certified Microsoft Trainer contract to develop and deliver training on Microsoft 2007 primarily focusing on the difference between Office 2003 and Office 2007. The training would consist of two separate training modalities: a) Face to Face training in a computer lab for identified "super users"; b) PowerPoint/presentation highlighting difference between Office 2007 and Office 2003 for general staff. The presentation training modality will allow trainers to reach a wide audience, while also providing an opportunity to outline other resources (i.e. LMS on line training; Microsoft on line training; trained "super users") available to the general users. This training will take place in a variety of settings from a large room to possible large auditorium. The contractor shall give live, face to face 4-hour training for up to 500 targeted staff VISN-wide. Training will be conducted concurrently at all sites within the VISN with exception of the Dayton facility. Their implementation will be delayed so training will be conducted at this site 3-6 months after the initial training schedule. Sites for training are listed below. Third Street Dayton, Ohio 45428 Class Specifics Targeted/Face-to-Face training The Contractor will hold 2 classes per day (8a-12N and 12:30p-4:30pm) at each facility to accommodate the target audience. All training should be completed by May/June 2009. Class size will depend on size of computer rooms at each facility (varies between 10-20 computer stations per location). Wylie Veterans Clinic 50 Targeted staff Dayton VA Medical Center 100 Targeted Staff The contractor shall provide a copy of the lesson plan and schedule a pilot course to the facility as directed by the contracting officer/COTR upon award of contract. Contractor will be provided an individual account (username and access code) to provide necessary access to train staff in an interactive training environment. PowerPoint/Presentation Training The Contractor will hold 4 classes per day (8a-10a, 10a-12n, 12:30p-2:30p and 2:30p-4:30pm) at each facility to accommodate the target audience. All training should be completed by May/June 2009. Class size will depend on size of rooms at each facility (varies between 25-100 computer stations per location). Classes will run for a period of 2 weeks, Monday-Friday. The contractor shall provide a copy of the lesson plan and schedule a pilot course to the facility as directed by the contracting officer/COTR upon award of contract. Contractor will be provided a projector for the presentation. Basic handouts will be provided to students covering the material in the presentation. Curriculum The instructors will concentrate on all MS Office 2007 applications (Word, Excel, Access, PowerPoint, Outlook and Publisher), as it applies to the new version for the below items: "Work Exercises on common work functions in Word, Excel, PowerPoint, Publisher, Access, etc to include not limited to the following oCreating a document oSave/Save As a document oBasic formatting skills oPrinting oBasic navigation functions "Basic feature differences between Office 2003 and Office 2007 "How to schedule an appointment in the Outlook Calendar Target Participants There is an assumption that those being trained will have basic Office 2003 skills. Approximately 500 staff (see numbers per site above) will be trained in a computer training room environment. All others trained will also be expected to have basic Office 2003 skills. Contacts Each facility will have an education point of contact and an IT POC which will be available to assist the trainers in set up and help with internal issues at each facility during the training events. The names and contact numbers will be provided to the vendor prior to arrival at the training event. Each trainer will work with the education POC to set dates for training, schedules, and logistics. The education POC will coordinate the schedules with local staff being trained and will facilitate any needs of the trainers. The contractor shall provide a copy of the lesson plan and schedule a pilot course to the facility as directed by the contracting officer upon award of contract. Travel and all expenses are inclusive in all pricing. Please make pricing as detailed as possible. Requirements for VA Access All contractor employees and subcontractor employees requiring access to VA information and VA information systems shall complete the following before being granted access to VA networks: (1)Sign and acknowledge understanding of and responsibilities for compliance with the attached National Rules of Behavior relating to access to VA information and information systems; (2)Successfully complete VA Cyber Security Awareness training and annual refresher training as required; (3)Successfully complete VA General Privacy training and annual refresher training as required; and (4)Successfully complete any additional cyber security or privacy training, as required for VA personnel with equivalent information system access [to be defined by the VA program official and provided to the contracting officer for inclusion in the solicitation document - e.g., any role-based information security training required in accordance with NIST Special Publication 800-16, Information Technology Security Training Requirements.] The contractor shall provide to the contracting officer a copy of the training certificates for each applicable employee within 1 week of the initiation of the contract and annually thereafter, as required. Failure to complete this mandatory training within the timeframe required will be grounds for suspension or termination of all physical and/or electronic access privileges and removal from work on the contract.
