- BLM Request for Proposals, L09PS00600 JANITORIAL AND MAINTENANCE SERVICES OF RECREATIONAL SITES IN SOUTHWEST IDAHO, FOR A 12-MONTH PERIOD, WITH FOUR 12-MONTH OPTIONS. This is a solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. Solicitation number L09PS00600 applies and will be issued as a Request for Proposals (RFP) for the following requirement: The Bureau of Land Management's Lower Snake River District, Boise, Idaho facility has a requirement for regular scheduled maintenance and emergency maintenance of recreations sites on an as-need basis, from September 8, 2009 to September 7, 2010, with 4 more 12-month option periods. The services shall include scheduled maintenance, basic maintenance, customary minor repairs and major repairs. Major repairs to select facilities located within the identified recreation sites may be requested depending upon vandalism or natural events. Basic maintenance includes the cleaning of all facility surfaces within a recreation site with authorized supplies and materials, the removal of all observed trash and litter within the boundary of a recreation site, the cutting of unwanted plants (weeds and grasses) to 4 inches within an area of 10 feet from recreation facilities, and the use of insecticides to control pests. Minor repair includes the repair of relatively small surface areas of a facility through painting, welding/grinding, or patching with appropriate material compounds, or the replacement of a facility component; where the time required for service is customarily less than 1 hour. Major repairs include the repair or replacement of an entire facility; where the time required for service is customarily 1 hour or more. The facilities requiring service at each of the recreation sites can include 1,000 to 2,000-gallon, concrete vault toilet buildings; other large steel/concrete/wood structures (cabanas/shelters); plastisol-coated steel tables or solid plastic tables; steel plastisol benches; ground level fire rings or above ground, swivel fire grill; trash can assembles or independent units; painted or non-painted steel sign bases with wood, metal or fiberglass sign facings; painted steel kiosks/bulletin boards with fiberglass or wood display panels; painted steel fee tubes and information boxes; plastic-sleeved/steel post interior marker posts or flexible fiberglass posts; steel or wood post/pole fences or steel post/barbed wire fences; short trail segments; steel/wood boat ramps and steel staircases; OHV ramps; plastic boat docks; recreational grounds often moderately to severely affected by litter or trash dumps. Undeveloped sites involve only trash and litter removal. The necessary information regarding a site visit will be contained in the solicitation. Potential offerors are encouraged to inspect the sight. Failure of an offeror to inspect the facility shall not constitute grounds for claims or requests for equitable adjustments against the government, due to the offerors unfamiliarity with the conditions at the job site. This is a 100% set-aside for small business. The NAICS classification is 561720. Size standard is $16.5 million. This is not intended to be a complete list of the specifications.
