- National Cancer Institute (NCI), Metabolism Branch, plans to procure on a sole source basis for maintenance on a Genome Analyzer (Serial# 3000353) with Illumina, Inc.; 9885 Towne Centre Dr.; San Diego, CA 92121-1975. The North American Industry Classification System Code is 811219 and the business size standard is $7.0 million dollars. The supplies and services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106. The government owned Genome Analyzer is currently utilized in several biomedical research settings within the Metabolism Branch at NCI to rapidly and accurately analyze DNA sequences from human and animal tissues. These assays are useful for studying tumor and disease burden in experimental tissues and for analyzing gene expression. Period of Performance: Twelve (12) months from date of award. The contractor shall provide: One preventative maintenance inspection (scheduled in the 4 th quarter of the term agreement) Technically qualified factory-trained personnel to perform service Emergency repair services on an unlimited basis during term of this contract at no additional cost Unlimited telephone support via Technical Support Hotline/4-business hour telephone response guaranteed All required replacement parts at no additional cost to the government with exception of computer, printer, and monitor parts shall be new or remanufactured to original equipment specifications. Software Service in accordance with the manufacturer’s latest established service procedures, to include telephone access to technical support for use of program software and trouble shooting of the operating systems, at no additional cost to the Government Personnel shall have a minimum of three (3) years factory training and experience in the servicing of Genome Analyzer as covered by this contract The Illumina Genome Analyzer service maintenance agreement can be solely provided by Illumina. Illumina is the only company with the ability to service the Illumina Genome Analyzer currently in the lab. Illumina is the sole source manufacturer the Genome Analyzer and is the sole source provider for the service of this instrument. The Selexas content related to the Genome Analyzer is proprietary and protected under patent rights and thereby is unavailable from other sources than the original manufacturer. Use of any other service agreements on this instrument would void support of the equipment by Illumina. For these reasons, there is no other source known to the NCI capable of performing the maintenance needed on the instruments referenced in this procurement. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform this requirement. Capability statements must be received in the contracting office on or before 11:00 AM ET, June 10, 2009. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered in and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
