- Multiple Award Indefinite Quantity Contract for Infrastructure Condition Assessment Program (ICAP) Services for Work Predominantly in the Naval Facilities Engineering Command, Atlantic's Area of Responsibility but also Worldwide DescriptionALL INFORMATION NEEDED FOR INTERESTED PARTIES TO SUBMIT A STANDARD FORM (SF) 330, ARCHITECT ENGINEER QUALIFICATIONS IS CONTAINED HEREIN. THERE IS NO SEPARATE RFP PACKAGE TO DOWNLOAD. Architect-Engineer or Engineering services and support for inspection/assessment of Military and other Federal facilities are required for Indefinite Quantity Contracts for projects located primarily within the Naval Facilities Engineering Command, Atlantic's (NAVFAC LANT's) Area of Responsibility (AOR). The primary area of focus for this/these contract(s) is the eastern portion of the United States, however, the contract(s) may be used to support the entire NAVFAC LANT AOR, which includes the entire continental United States (CONUS), Caribbean, and outside continental United States (OCONUS), including Europe, Africa, Western Asia, and South America. A maximum of three (3) Indefinite Delivery/Indefinite Quantity (IDIQ) contracts will be awarded as a result of this announcement. Firm-fixed price task orders will be competed among the awarded contracts. The primary tasks anticipated under this/these contract(s) include support of the Navy Infrastructure Condition Assessment Program (ICAP), Building Facility Condition Assessment Program (B-FCAP), and the DoD Sustainment, Restoration, and Modernization (SRM) Program including, but not limited to: 1)Knowledge-based Engineered Management Systems (EMS) facility assessments & training;2)Conventional MO-322 deficiency-based facility assessments & training;3)Life-Cycle assessments;4)Specialized assessments for site facilities (to include structures and utilities);5)Engineering studies; 6)Mission Dependency Index (MDI) Surveys; 7)Military Construction (MILCON) & Special Project Planning Documentation (DD Form 1391); 8)Construction cost estimates, Budget & parametric cost estimates; 9)Long Range Maintenance Planning (LRMP); Maintenance Action Plans (MAP); 10)Maintenance Execution Plans (MEP); 11)Business Case and Economic analysis; Return on Investment (ROI) analysis; 12)Continuous Process Improvement; 13)Development and Analysis of Geographic Information Systems (GIS); 14)Space Utilization Surveys. Taskings will include the following: 1)Technical inspections/assessments (specific and general) and multi-discipline engineering studies/evaluations/assessments; 2)Preparation of supporting computer databases as necessary. Firms and personnel may be required to work within classified facilities and be exposed to classified information that will require a "Secret" security clearance. The duration of most taskings will be 6 months or less. Document content and deliverables will vary per task order, but in general may include: reports, drawings, maps, computer graphics, computer models and slides for presentations. The document format and submission requirements will be addressed in the individual task orders. Computer generated documents must be compatible with the individual Navy or Marine Corps Installation's computer system. All drawings, when required, shall be submitted in an AutoCAD compatible format. The computer system used to generate MILCON/Special Project 1391 planning documents must be compatible with the Navy and Marine Corps web-based program for documentation submittal: Electronic Project Procurement Generator (EPPG).SELECTION CRITERIA AND SUBMITTAL REQUIREMENTS: Standard Form 330 (SF 330) - The A&E must demonstrate its and each key sub-consultant's qualifications with respect to the published evaluation factors for all services. Evaluation Factors (1) through (5) are considered most important and equal; factors (6) through (8) are of lesser importance and will be used as tiebreakers among technically equal firms. Specific evaluation factors include: Criteria 1 - Specialized Experience and Capacity:(a) Specialized Experience. Firms will be evaluated in terms of: their past experience with regard to conducting facility condition inspections/assessments utilizing conventional FCAP Building and Structures and EMS methodology and data collection utilizing existing legacy data collection systems; preparing technical studies, and preparing performance work statements; their knowledge of construction materials and practices of the Region; knowledge of preparation of maintenance management plans; knowledge of the Navy's Shore Facilities Planning System, Computerized Maintenance Management Systems (CMMS); experience with and knowledge of Desktop Publishing; digital photograph experience; preparation of management plans, and experience in preparation of cost estimates utilizing RS Means. The Contractor shall provide a maximum of ten (10) projects that were substantially completed between March 2004 and March 2009 and show specialized experience with both DoD and non-DoD agencies. The format for the projects shall include: Experience as prime or consultant (please identify), point of contact name, e-mail address, phone number, contract number or project identification number, contract period of performance, award contract value, current contract value and a summary of the work performed and how it:.Demonstrates specialized experience of the firm and/or proposed consultants with regard to performance of the above listed services and related studies, and their knowledge of regulations pertaining to this type of work and other technical support services..Demonstrates experience in the following work locations: CONUS, Hawaii, Europe and the Far East. If the firm is a joint venture, information should be submitted as a joint venture; however, if there is no information for the joint venture, information should be submitted for each joint venture partner, not to exceed a total of ten (10) projects. Projects shall be submitted on the SF330. Projects not performed will be excluded from evaluation consideration. For submittal purposes, a task order on an IDIQ contract is considered a project. Failure to provide requested data, accessible points of contact, or valid phone numbers could result in a firm being considered less qualified. (b) Capacity. The Contractor shall describe the ability of the firm to provide continuity of service, with no or minimal program disruption and cost impact to projects initiated under this or other NAVFAC contracts. The Contractor shall indicate the firm's present workload and the availability of the project team (including consultants) for the specified contract performance period. Include the firm's ability to obtain security clearance(s) for its key personnel and capability to provide qualified backup staffing for key personnel to ensure continuity of services and ability to surge to meet unexpected project demands. Criteria 2 - Professional Qualifications and Technical Competence: Professional qualifications and competence of the staff to be assigned to this contract will be evaluated in terms of:(a) Experience from March 2004 through March 2009 in program, project and task order management with the type of work required for this contract.(b) Expertise and experience in partnership/teambuilding, excellent communication skills, problem solving, supervisory experience and qualifications in DoD contract management and administration.(c) Resumes for key personnel are limited to one page each and should cite project specific experience, particularly on projects listed in Criterion 1, and role anticipated for this contract. (d) Active professional registration of staff in appropriate disciplines. Criteria 3 - Program Management: Describe the following:(a) Ability to concurrently perform and manage multiple complex projects in different locations, to meet aggressive schedules, control direct and indirect costs and to coordinate and work effectively with other contractors involved in NAVFAC Atlantic programs;(b) Ability to submit technical and cost proposals within ten days of receipt of a Contract Task Order (CTO) Statement of Work, to negotiate CTOs promptly and to commence work expeditiously upon award of a CTO;(c) Logical identification of explicit assignment of responsibilities among corporate team and sub contractor members;(d) Past working experience and relationship with key consultants;. Criteria 4 - Past Performance and Safety: The Government will evaluate Past Performance and Safety in terms of work quality, innovation, compliance with schedules, cost control, overall safety record, and stakeholder/customer satisfaction, with an emphasis on the projects provided in Criteria #1. The Contractor shall demonstrate long term business relationships and repeat business with federal, state and private clients. Evaluating past performance and experience may include information provided by the firm, customer inquiries, Government databases, and other publicly available sources. Failure to provide requested data, accessible points of contact, or valid phone numbers could result in a firm being considered less qualified. Criteria 5 - Quality Control: Firms responding to this solicitation shall provide their Quality Control Plan for consideration. The plan shall contain an explanation of the management approach, an organizational chart showing the inter-relationship of management and team components and specific quality control processes proposed for this contract. The Plan shall further describe the firm's processes and procedures, identify the Quality Control Manager including authorities assigned to the firm's Quality Control Manager and how the firm's program extends to the subcontractors. Criteria 6 - Volume of Work: Firms will be evaluated in terms of work previously awarded to the firm by DoD within the past 12 months with the objective of effecting an equitable distribution of DoD A&E contracts among qualified A&E firms, including small and small disadvantaged business firms and firms that have not had prior DoD contracts. Criteria 7 - Small Business Goals: Firms shall submit a draft Small Business plan in which they will be evaluated on the extent to which they identify and commit to the published Small Business Subcontracting Program. The Secretary of the Navy has assigned the Naval Facilities Engineering Command goals for FY 2009 expressed in terms of percentages of total planned subcontracting dollars for utilization of small businesses. Demonstrate the plan to meet these goals: Small Business (SB) 65%, HUBZone (HUB)-1.42%, Small Disadvantaged Businesses (SDB)-16.18%, Women-owned Small Businesses (WOSB)-14.53%, Veteran-Owned Small Business (VOSB)-3% and Service Disabled Veteran-Owned Small Business (SDVOSB)-3%. Any large business firms selected for award will be required to submit a Subcontracting Plan in accordance with FAR 19.7 and DFARS 219.7. Criteria 8 - Office Locations: Firm location and knowledge of the locality of the contract (provided that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the contract). Proposed location of the program management office and other office locations and how this will be advantageous to the Government. Due to the worldwide coverage of this contract, offices in multiple locations would be considered an advantage. This multiple award contract will result in a maximum of three (3) Indefinite Delivery/Indefinite Quantity (IDIQ) contracts. The duration of this/these contract(s) will be for one (1) year from the date of an initial contract award with four (4) additional one-year option periods. The maximum total A&E fee for all awarded contracts for the entire five-year period is $50,000,000. The minimum guarantee for the entire contract terms (including option years) will be satisfied by the award of the initial Task Order(s). The options may be exercised within the time frame specified in the resultant contract(s) at the sole discretion of the Government, subject to workload and/or satisfaction of the A&E performance under the subject contract. There will be no dollar limit per task order and no dollar limit per year. No other general notification to firms for other similar projects performed under these contracts will be made. Type of contract(s): Firm Fixed Price Indefinite Qu! antity Contract. This/these proposed contract(s) is/are being solicited on an unrestricted basis; therefore, replies to this notice are requested from all business concerns. The small business size standard classification is NAICS 541330 ($4,500,000). The firms selected will be the most highly qualified to perform the required services, based on the demonstrated competence and qualifications, in accordance with the evaluation criteria. The Government makes no representation as to the number of task orders or the actual amount of work to be ordered. All contractors are advised that registration in the DoD Central Contractor Registration (CCR) Database is required prior to award of a contract. Architect-Engineer Firms that meet the requirements described in this announcement are invited to submit a completed SF 330. If the SF 254/SF 255 is submitted for this solicitation, it will not be reviewed or considered. The SF 330 should be typed, one-sided, at least 12 pitch font or larger. As an attachment, provide an organization chart of the proposed team showing the names and roles of all key personnel listed in Section E with the associated firm as listed in Section C. Please include your DUNS, CAGE, and TIN numbers in Block 30 of the SF 330. Provide evidence that your firm is permitted by law to practice the professions of architecture or engineering (i.e., state registration number). Responses are due no later than 4:00 p.m. EDT, 26 June 2009.
