Description
In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legislation for execution of Government works. Obtaining a license or permission to operate your company in Spain may be a long process; therefore, any company anticipating interest in future projects should immediately begin the processes that will be required, by contacting the Delegation of Industry. They have two offices, one in the Madrid province and one in the Andalucia province. The telephone numbers are: 011 34 91 580-2100 (Madrid) and 011 34 95 504-8620 for Andalucia. The United States Air Force intends to solicit proposals (FA5575-09-R-0007) for Firm-Fixed Price contract for the Repair Grounding System Buildings 1536 & 1538 in Moron AB, Spain. The complete solicitation package will be available on the Federal Business Opportunity website for download on or after 11 June 2009. The contract will consist of a period of performance of 180 calendar days. Contract magnitude is between $100,000 and $250,000 U.S. dollars. The successful contractor will be selected using Lowest Price Technically Acceptable with acceptable Past Performance resulting in the best value to the government. SCOPE OF WORK: The work includes, but is not limited to, the following items: Transmitter Building 1536. Electrical Distribution System: a. Disassemble the existing installation. b. Supply and install perimetral grounding system and connection manholes and testing operations. c. Revision of grounding system for transformer bank and revision of the connection to the new grounding system. d. Provide and install secondary service lines, with copper cable RZ1-K 0.6/1 kV single-pole, of the sections indicated in the contract drawings, from the single phase transformers 25 KVA 12470/120 Volts 60 Hz to the existing main switch. e. Provide and install low voltage secondary service lines from the main switch with copper cable RZ1-K 0.6/1 kV single pole of the section as indicated in the contract drawings to the distribution panels G, H and H'. f. Provide and install neutral and grounding busbars on existing G, H y H' panel boards. g. Provide and install grounding service lines with yellow/green cables from the different panel boards to the main grounding system and manhole connection. h. Provide and install supply lines to the transmitter equipment with copper cable RZ1 MZ1-K 0.6/1 kV multipole of the section indicated in the contract drawings from panelboard G to the Racks, utilizing the existing conduit systems. i. Provide and install electrical lighting and power lines with copper cables 07Z1-K 750 V single pole of the section indicated in the contract drawings, from protection panel board H and H' to the various receptors. j. Provide and install watertight luminaries in the equipment room. k. Provide and install NEMA 5-20R, 120 Volt receptacles. l. Provide and install 15A 120/277 V breakers. m. Reconnect the service supply lines to the Spanish Air Force distribution H and H'. Electronic grounding system. a. Revision of the existing grounding system of the interconnection of the equipment substituting the components in poor condition. b. Unite the existing grounding system to the new main grounding system by means of the required junctions with yellow copper conductor. c. Provide and install an equipotential copper mesh plane on transmitter equipment, this plane shall be connected to each transmitter set and to the electronic grounding system. Lightning protection system: a. Provide and install air terminals on the roof. b. Connect the metallic elements to the lightning protection system. c. Provide and install bare copper down inducer 1x50 mm² to the perimeter grounding system manholes, identify the ends of these cables with red paint. d. Revision and connection of the grounding system of the USAF antenna support structure and the grounding system of the coaxial mesh of the antennas with the grounding system. e. Revision and connection of the grounding system of the Spanish Air Force antenna support structure and the grounding system of the coaxial mesh of the antennas with the grounding system. Receiver Building 1538 Electric Distribution System: a. Disassemble existing installation. b. Supply and install perimetral grounding system and connection manholes and testing operations. c. Revision of grounding system for transformer bank and revision of the connection to the new grounding system. d. Provide and install secondary service lines, with copper cable RZ1-K 0.6/1 kV single-pole, of the sections indicated in the contract drawings, from the single phase transformers 25 KVA 12470/120 Volts 60 Hz to the existing main switch. e. The above general outline and list of Principal Features of Work in no way limits or reduces the responsibility of the Contractor to perform all work as required by the project to provide a complete and operable facility. 2. PERFORMANCE PERIOD: The Contractor shall be required to commence work under this contract within 15 calendar days after the date the Contractor receives the Notice to Proceed. The Contractor shall prosecute the work diligently and complete the entire work ready for use not later than 180 calendar days after the date of Notice to Proceed with construction.
